About us

The mission of the Defense Security Cooperation Agency (DSCA) is to advance U.S. national security and foreign policy interests by building the capacity of foreign security forces to respond to shared challenges. DSCA leads the broader U.S. security cooperation enterprise in its efforts to train, educate, advise, and equip foreign partners. DSCA administers security cooperation programs that support U.S. policy interests and objectives identified by the White House, Department of Defense, and Department of State. These objectives include developing specific partner capabilities, building alliances and partnerships, and facilitating U.S. access. DSCA integrates security cooperation activities in support of a whole-of-government approach; provides execution guidance to DoD entities that implement security cooperation programs; exercises financial and program management for the Foreign Military Sales system and many other security cooperation programs; and educates and provides for the long-term development of the security cooperation workforce.     The Defense Security Cooperation University (DSCU) will host the 2024 Annual Security Cooperation (SC) Conference, October 27–30, 2024, in Washington, DC. The conference theme is “Building Lasting Partnerships: What Have We Learned?” The 2024 SC Conference will focus on the nature and scope of working more effectively and sustainably with allies and partners. Also, the conference will bring together practitioners, policymakers, and researchers to discuss these issues under the Chatham House Rule. Registration is a two-stage process. Once DSCU has approved registrations, attendees will have an opportunity to express interest in the panels they would like to attend. This information will help conference organizers assign panels to the appropriate rooms and develop suggested conference schedules for attendees. The 2024 SC Conference will have no virtual option.   • Defense Institute of International Legal Studies (DIILS)-housed within DSCA's Defense Security Cooperation University-partnered with legal colleagues from the Ukrainian Ministry of Defense (MOD) in the creation of a training course focused on Operational Law. This training is specifically tailored to train Ukrainian legal advisors who provide guidance to battlefield commanders. Read more at the post linked below:

    The Defense Institute of International Legal Studies (DIILS) and legal colleagues from the Ukrainian Ministry of Defense (MOD) recently partnered to conduct a two-week proof of concept training course on operational law. The course was specifically tailored to train Ukrainian legal advisors providing operational law guidance to battlefield commanders.    DIILS was honored to have Oleksandr Balanutsa, the Ukraine Deputy Minister of Defenсe for European Integration speak at the course’s closing. He said, “any cooperation with partners is valuable – it's not just about weapons, money, or ammunition, it's about sharing experience and knowledge. I thank The Defense Institute of International Legal Studies for their cooperation. Congratulations to the officers of the Legal Service of the Ministry of Defense system on completing the professional course. Apply the knowledge for the benefit of Ukraine.”   DIILS Director, U.S. Army Col. Elizabeth Allen, stated, “this course is only one facet of an ongoing and a sustained DIILS partnership with Ukraine. Our team will continue to be responsive to emergent Ukrainian legal needs.     Friends of the DSCA Director LinkedIn account: It has been a great honor to lead DSCA and the U.S. security cooperation enterprise for the last 2 ½ years. I could think of no better way to conclude my 39 years of federal service. I can say that we have accomplished more than anyone could have anticipated. While working to evolve the FMS system through deliberate and iterative improvement efforts, we also played a key role in advancing our National Defense Strategy and U.S. foreign policy interests in the most complex and dynamic security environment our nation has faced in decades. I am especially proud of our work in establishing the new Defense Security Cooperation Service, which positions the Department’s workforce at the forefront of identifying capability gaps with our partners and connecting them with the expertise, resources, and support that only the United States can provide. It reflects a sweeping reform, and I look forward to seeing it bear fruit and shape how coalitions work together to advance our common interests. Current DSCA Deputy Director Mr. Mike Miller will serve as Acting Director as the Department works to select my permanent successor. I have full confidence in his ability to lead this Agency through this transition. #securitycooperation #dsca #dscu #isg #drmi #diils #departmentofdefense

    From July 21-25, 2024, I participated in the Farnborough International Airshow in London, UK along with key leaders from the United States Department of Defense of Defense. With the dynamic security environment in Europe and the unprecedented global demand for U.S. defense articles acquired through the Foreign Military Sales (FMS) system, this trade show was an excellent opportunity to engage with U.S. allies and partner nations as well as U.S. defense industry representatives. With 1,262 exhibitors, 250 U.S. defense companies and 102 visiting countries in attendance, Farnborough is one of the premier international trade shows. While there, I held several industry engagements to discuss ongoing and future FMS programs and issues. I also had several valuable engagements with U.S. allies and partner nations focused on the strength of the defense industrial base and how best to partner with U.S. industry to meet demand. I also took the opportunity to speak at a roundtable organized by the Aerospace Industries Association. This gathering gave me the opportunity to discuss initiatives through the Continuous Process Improvement Board and Competitive Financing, which we have been highlighting throughout the summer. As my final trade show prior to retirement, this was a fitting end to my time in government service. While I’m all too aware of the challenges facing the Security Cooperation enterprise, it was remarkable to see how the U.S. defense industry -- and our vast network of alliances and partnerships -- are prepared to face, and overcome, these challenges. #dsca #securitycooperation #foreignmilitarysales #farnbourough #departmentofdefense #osdp #fia2024

    The Defense Security Cooperation University’s College of Strategic Security Cooperation (CSSC) recently partnered with the U.S. Department of State (DoS) and the U.S. Naval War College (NWC) to present a continuing education webinar on increasing partner nation female participation and representation in education and training opportunities.    The 2023 Women Peace and Security (WPS) Strategy and National Action Plan, https://lnkd.in/ep9dvJ5G, directs the U.S. government to “seek and support the preparation and meaningful participation of women and girls in civic and political leadership, in informal and formal decision-making processes, and in institutions related to peace and security.” The session discussed how to address the participation line of effort as it relates to education and training.   More than 140 Department of Defense personnel, the gender advisory workforce, and the security cooperation workforce attended the virtual event. Webinar presenters included Ms. Lia Miller (DoS), Mr. Matthew Mullins-Hall (DoS), Dr. Saira Yamin (NWC), Mr. Clay Benton (DSCU), and Dr. Fabiana Perera (DSCU’s CSSC.)   #dsca #dscu #wps #partnerships
