The Boston Globe is right to point out that the under-resourced Massachusetts Parole Board can't face the current demands for parole review, particularly after the SJC's Mattis decision expanding parole eligibility for crimes committed by those under the age of 21. Resource constraints that could be addressed by either Governor Maura Healey or by the Legislature, shouldn't be an excuse to delay dealing with current injustices. Beyond the Mattis case, there's a whole cohort of individuals who have been sentenced to life without parole and who have already served more than 25 years in state penitentiary. These individuals deserve a chance to be heard to determine whether or not it is in the interest of justice and public safety to return them to the community after a quarter century. Senator Liz Miranda and State Representative Christopher Worrell have filed thoughtful legislation addressing this issue. As the Mattis decision confirms, the way that we think about and approach crime, punishment and justice have changed over recent decades. Our laws should reflect that change. Coverage in the Boston Globe today on the cannabis lab testing crisis provided a great opportunity to talk about why companies and other groups need to engage the policy making and relationship process EARLY. You can read by following the link below. The policy decision making process can seem sudden, but it's not. When the Massachusetts legislature comes back next session with a wave of cannabis industry reforms, their decisions will absolutely make or break existing business models in the cannabis space. The winners and losers will be determined in large part by who is already in the conversation and who is waiting to show up at a hearing to try to make their case in 3 minutes. As Massachusetts' only state-certified MBE lobbying firm, the Delaney Policy Group sees this as a troubling indicator of current local, state, and national dynamics. It's not that there's a lack of Black (or other minority) talent capable of operating at the highest level. It's that organizations that aren't founded or grounded in communities of color are quick to retreat to the comfort of old, outdated models of leadership and conceptions of what constitutes a leader. The "oh well, we tried" approach isn't sufficient for our current times. This story breaks my heart. Thank you to Liz Kowalczyk, Mark Arsenault, and the rest of the Boston Globe Spotlight team on the terrific reporting. When media stories about the financial crisis at Steward started to break, I immediately began looking around to see who would advocate for patients and communities in what clearly looked like the beginning of a corporate death spiral. Honestly, I begged. I ran around with a metaphorical tin cup and asked, "who would support organizing a response to the crisis that was professional and put community first." No takers... As the Director of Legislative and Regulatory Affairs at the Massachusetts Department of Public Health when the initial Steward licenses were approved, I knew the policy decision making process and how likely it was that community impact would be an afterthought. As a lobbyist for more than a dozen years at the Delaney Policy Group, I recognized how more organized interests (hospitals, health plans, health care professionals, unions) would have access to the decision makers early, and therefore shape the conversations about solutions. The result of this failure was that policy responses were developed which addressed the needs of organized groups at the table, with "community" as justification. What was needed were solutions to address the community harm with organized interests playing supporting roles. It's not too late for a policy pivot that centers community. The Commonwealth has already committed significant resources to responding to the system collapse. As the Spotlight story proves, lots of people on the ground knew what was wrong and what answers were needed. They still do. My mother almost died from neglect at a Steward hospital in Boston. We were fortunately able to go in and get her out before it was too late.
