The Defending Baltics 2024 conference will gather military leaders, defense experts, and policymakers to discuss the ever-evolving role of NATO, the transformation of Europe’s defense industries amid a shifting security landscape, as well as threats posed by hybrid warfare and the increasing importance of cybersecurity. Panels will cover key topics such as military spending, strategic communication, and the integration of civilian support into national defense strategies. Roman Osadchuk, Resident Fellow at the Atlantic Council’s Digital Forensic Research Lab (DFRLab) and one of the conference’s panelists, will focus on the New Face of OSINT in the Wake of the Russia-Ukraine War. Roman Osadchuk researches disinformation narratives and technology uses for their spread in Eurasia. He is interested in the role of information policy and the media cycle in the spread of disinformation. Before joining the Atlantic Council, he held several positions at the Ukraine Crisis Media Center (UCMC), where he was involved in communications for the decentralization reform. He and his team successfully oversaw the production of the TV show ‘Hromada on a Million’, which promoted decentralization. The show was viewed by more than 7 million people. We invite individuals and organizations working within military industries or armed forces development to join the conference live, making Defending Baltics 2024 an impactful event. As Brazil gears up for its first elections under its new electoral regulation that requires AI transparency, DFRLab and NetLab UFRJ have been testing methodologies to identify electoral deepfakes 🇧🇷 🗳️ Our findings reveal significant hurdles for researchers and authorities in consistently detecting AI-generated content on social media and messaging apps. New regulations mandate transparency in AI use, but identifying potentially deceptive content remains a challenge. A lack of standard detection methods, the prevalence of false positives, and the immense labor required for monitoring are all symptomatic of a great need for better collaboration amongst platforms, civil society researchers, and electoral authorities. Our recent investigation shed light on the alarming tactics employed by the Venezuelan regime to quell dissent following the presidential election won by the democratic forces. https://lnkd.in/eSVV4tBZ The regime, led by Nicolás Maduro, orchestrated a campaign of digital repression, dubbed "Operation Knock Knock", leveraging apps like State-owned VenApp, YouTube, and TikTok to target and silence critics. Here are some key takeaways: - A key tool in Operation Knock Knock was the State-owned platform VenApp, which the government urged citizens to use to identify and report individuals who allegedly participated in demonstrations. - Pro-Maduro channels on YouTube, including state-sponsored media outlets and the president's official channel, were used to flood the platform with the regime's narrative, framing protests as a coup attempt orchestrated by the opposition. - Alarmingly, official accounts belonging to Venezuelan security forces used TikTok to share videos of detainees, often featuring "confessions" and mocking memes. The accounts also shared "wanted" posters, soliciting information about protesters and further fueling the climate of fear.
