Congratulations to the Baltimore City Department of Public Works (DPW) for submitting their initial water service line inventory to the Maryland Department of the Environment (MDE). This submission is part of a nationwide effort, led by the U.S. Environmental Protection Agency (EPA), to identify and eliminate lead and galvanized pipes from water distribution systems. Congratulations to Electro Scan's CEO, Chuck Hansen, on his recent article appearing in Trenchless Technology magazine. It is truly amazing how Sacramento-based Electro Scan Inc. is having such a positive impact on international water utilities, while disrupting legacy Closed-Circuit Television (CCTV) suppliers and start-up AI-CCTV companies when a whole new technology was needed to correctly assess gravity and pressurized pipelines for leaks. Einstein's famous parable “Insanity is doing the same thing over and over and expecting different results” is now closely aligned to utilities that keep using CCTV inspection to prioritize & rehabilitate sewer and stormwater assets. The same might also be said for using acoustic listening devices, including data loggers, correlators, and sensors, unable to correctly locate or estimate leakage rates in gallons per minute or liters per second. Only to learn that the same problem emerges at different locations after the next wet weather event.
