His impressive background includes 18 years as General Manager of two regional utilities, along with service as an elected board member for two additional utilities. Seth brings invaluable hands-on experience to the EMA team, enhancing our capabilities and strategic vision. Bebe Schaefer, Business Development Consultant Bebe Schaefer is passionate about empowering the next generation of leaders in the water sector. Previously, Bebe served as a lobbyist for the Association of Metropolitan Water Agencies (AMWA), advocating for utility priorities on Capitol Hill. Bebe's expertise in forging strategic partnerships and her understanding of water policy and regulatory challenges will equip EMA's clients for the future.
