Nick Petrakis from ESRG was invited to speak about lithium ion batteries safety at the SFPE Arizona chapter. Nick mentioned that the symposium was filled with people that shared tremendous amount of knowledge and influence. Nick’s presentation was centered toward the NYC BESS market. His questions were primarily based on the FDNY required NFPA15 type systems iand the Certificate of Fitness for BESS Responder safety and continuity of operations. This requirement goes back years (2017). NYC is leading the way with FDNY regulations section 309. This is the first in the nation that regulates the charging and storing of eMobile devices. ESRG has been busy helping large delivery companies comply to this new FDNY safety code. Some very big companies have reached for help to stay compliant and reduce risk of fire. There is still a lot of companies that have not complied but the FDNY emobility task group has been out checking for compliance. NYC is in full throttle with Battery Energy Storage installations as required by NYC local law 97. The permitting process is very unique and extremely difficult. ESRG has been successful in reducing the permitting process timeline. Some developers needed to reach out to ESRG when they realized the complex process was going to slow them down. ESRG has helped with installation designs , compliance to FDNY 608 , rigorous pre-inspection prodecures and finally certificate of fitness requirements. Manufacturers know the quickest and efficient way of getting their system the FDNY COA is to work with ESRG. Training for BESS emergencies is very important to ensure safety. Developers of utility scale BESS projects should train the first responders for these type of complex BESS emergencies. Recently, Plus Power sponsored a training class for the MA Haz Mat District 1 Task Force in Rayham MA. This BESS project in Carver MA is not even constructed yet, but the developer, Plus Power, felt it was important to offer this training as way to open the lines of communications between the developer and the first responders. NYS DHSES had their annual Haz Mat conference in the NYS Fire Academy on 2/16-2/18. I was able to sit in on some really good presentations that addressed the future energy sector. My class about BESS safety was well attended and the responders interest about safety was addressed. Most responders walked away with the understanding of NYSERDA and the NYS BESS working group recommendations that would lead to a more informed and safer response. Being able to connect and explain how the fire codes and standards are utilized for fire department operations is a huge benefit for a safe operation. Most responders in fire operations are not up to speed on the codes and standards and how the built in safety mechanisms will help them respond and manage a failure of a BESS in the rare event it should happen. I would like to thank Rocco Sandler and Jack Murphy from the NYC Fire Life Safety Directors Association( FLSDA) for presenting me with the Edward W Whelan (Retired FDNY Battalion Chief )Award. I was truly humbled to be considered for such a prestigious award at their annual symposium yesterday. This symposium was well attended by fire personnel from numerous departments. FDNY Commissioner Laura Kavanagh spoke about the great work being done by the fire service to keep people safe. The Commissioners' top uniformed brass were present along with high ranking fire personnel from around the country. Jerry Tracy ( Retired FDNY Battalion Chief ) gave a superb lecture on buildings that are under alterations and renovation ( Born, Sick or Dying). FDNY Lt. James Pirot gave a tremendous lecture on building systems. He really understood building operations based on his experience as a building operating engineer. FDNY Chief Stephen Marsar and Captain Mike Nigro ( ret.) spoke about the importance of the Fire Life Safety Directors in buildings and how they can be integrated into the incident command structure during an emergency.
