Our new management implication report identifies that at least nine states did not provide State Revolving Fund audits to the OIG as required. These audits serve as an important tool in detecting and preventing fraud, waste, and abuse in the SRFs. The SRF funding for the nine states in question represents what the OIG estimates to be roughly $13 billion in total assets at greater risk because of the failure to conduct and report the mandated audit. Furthermore, the EPA has announced that it has, or will, award nearly $4.7 billion of IIJA funds to these states. About us
The Office of Inspector General is an independent office within the U.S. Environmental Protection Agency that helps the organization protect the environment in a more efficient and cost-effective manner. It consists of auditors, program analysts, investigators, and others with extensive expertise. Although the office is part of U.S. EPA, Congress provides it with separate funding than the agency to ensure its independence. What We Do Conduct independent audits, evaluations and investigations; make evidence-based recommendations to promote economy, efficiency and effectiveness; and prevent and detect fraud, waste, abuse, mismanagement and misconduct for the U.S. Environmental Protection Agency and the U.S. Chemical Safety and Hazard Investigation Board. We also provide hotline services to our agencies. We discuss issues with EPA management and others, including Congress, and provide detailed reports. Twice a year, we provide a Semiannual Report to Congress that identifies significant EPA deficiencies and proposed corrective actions and profiles our accomplishments. Why We Do It We strive to be a premier oversight organization trusted to speak the truth, promote good governance, and contribute to improved human health and the environment. We provide solutions to problems that ultimately result in making America a cleaner and healthier place.

Our new management implication report highlights an incident where the EPA failed to properly and timely notify the OIG of clear indicators of fraud by a business owner against the EPA and the Clean Air Act. As a result, the U.S. Attorney’s Office declined to pursue criminal charges against the business owner. Failure to disclose fraud indicators not only undermines our ability to combat fraud in EPA programs and operations, but it also jeopardizes the EPA’s mission to protect public health. Auditor Beth Schubert presented on auditing for risks in new and expanded programs at the Association of Pacific Island Public Auditors conference in the Republic of Palau last week.
