Our mission is to save the auto industry AND consumers time and money by modernizing the title and registration process.
About us
Today, we can do almost everything online simply, securely, and seamlessly. Yet, title and registration processes still run on paper, resulting in raising costs, slowing down service, and limiting choices and convenience for consumers, who prefer simple online processes. Technology solutions are cost-effective, readily available, benefit everyone, and often only require minor changes in law and policy to be implemented. WHO WE ARE The eSTART Coalition is a group of aligned stakeholders – welcoming to government, industry partners, associations, and others – fostering a belief in the value of shared conversations about modernizing title and registration processes across every State. MISSION Our mission is to save the automotive industry AND consumers valuable time and money by modernizing the title and registration process. OBJECTIVES We aim to modernize three key components of vehicle transactions: • Electronic signatures on title & registration documents • Electronic title & registration submission & processing • Electronic vehicle record transfers

On August 9, Illinois Governor J.B. Pritzker signed Senate Bill (SB) 898 into law. The bill, in part, requires any transfer of ownership reflecting an owner's address as being in Illinois to occur in Illinois. The bill also specifies that an Illinois dealer may "under no circumstance" obtain an out-of-state title for a vehicle held for sale in Illinois. Further, the bill specifies that an out-of-state title reflecting an Illinois address for the owner cannot be used to transfer ownership of the vehicle except if the transfer is to/from an lienholder or insurance company. In simpler terms, this bill appears to prohibit or limit the utilization of the "clearinghouse" models/systems which have emerged in other states (i.e. Montana and West Virginia) by Illinois dealers and other businesses.
