For our Dutch followers: Zorgen om CO2-regelgeving voor trailers Volgens nieuwe EU-wetgeving moeten de CO₂-uitstootwaarden voor nieuwe trailers 10% lager zijn vanaf 2030. Bij de European Transport Board pleiten we voor haalbare en ambitieuze beleidsmaatregelen om de verduurzaming van wegtransport in Europa te versnellen. We stellen voor om technisch haalbare doelen aan te nemen, ons te richten op werkelijke emissiereducties van trucks en niet trailers. Onze partner TLN benadrukt dat de VECTO-wetgeving tevens een sterk averechts effect kent voor het intermodaal vervoer. Niet voor niets wordt vanuit deze hoek gepleit om trailers voor het intermodaal vervoer uit te zonderen van de VECTO-wetgeving. How the Super Eco Combi tackles CO2 emissions and driver shortage The Super Eco Combi, consisting of two trailers behind a truck connected with a dolly, is designed to maximize cargo space while minimizing fuel usage and emissions. This unique setup has the potential to reduce CO2 emissions by up to 40%! However, adherence to legal requirements regarding vehicle dimensions, weight limits, and safety standards varies depending on the region. At the European Transport Board, our objective is to amend Council Directive 96/53/EC to meet the evolving needs of European road freight transport. This includes enabling vehicles like Super Eco Combis, classified under the European Module System (EMS) 2, to operate cross-border seamlessly, without the need for bilateral agreements between neighboring Member States. "We firmly believe that the key breakthrough lies in leveraging existing configurations, especially the dolly. By investing solely in a dolly, without the need for additional equipment, we can significantly enhance freight volume and reduce CO2 emissions, all while directly addressing the pressing issue of driver shortages. EU members taking steps towards mutual PTI adaption In partnership with industry leaders like TRTA, DSV, and TLN, the European Transport Board is addressing critical industry pain points and advocating for mutual PTI recognition to enhance operational standards and promote sustainability across EU states. The Belgian and Dutch governments are leading the way with a Belgian workshop performing PTI for Dutch-registered trailers (excluding reefers). This important initiative marks a first step towards mutual PTI adoption, demonstrating its effectiveness in ensuring compliance while reducing unnecessary kilometers driven and CO2 emissions. Following this progress, the Danish government has expressed interest in collaborating with the Dutch government on a similar initiative, highlighting our shared commitment to advancing safety and efficiency in trailer inspections. "We envision a future where all EU members will implement mutual PTI recognition of trailers. Why is VECTO regulation for trailers one of our key priorities? VECTO is an EU-mandated tool for measuring fuel consumption and CO2 emissions in heavy-duty vehicles, aiding compliance and informing decisions. While the initial reduction target was 15%, upcoming VECTO legislation aims for a 10% CO2 emissions reduction from trailers by 2030. “There's a gap between aspiration and application for regulating trailers, as they don't emit CO2 like vehicles with combustion engines. The VECTO tool is calculating via a computer tool artificial CO2 reduction. It’s important to understand that the CO2 from producing or recycling the trailer isn’t taken into account. This artificial CO2 reduction is estimated at approximately 5% to max 7% for some semitrailers, a higher percentage isn’t achievable no matter how much weight you reduce or aerodynamics you apply. Reducing trailer weight to meet VECTO targets could lead to shorter product lifecycles, potentially requiring more units over time to transport the same freight volumes, which might offset emissions reductions in the cradle-to-grave analysis.” explains Diederick van Haselen, member of our VECTO project team. At our recent European Transport Board summit, alongside our partners, we emphasized the importance of developing balanced, realistic policies to address commercial transport's climate impact. A shift from a short-sighted artificial computer tool CO2 calculation – towards a focus on total lifespan of real reducing CO2 measures should be applied. At the European Transport Board, we are advocating for achievable yet ambitious policies to transition to low-carbon freight transportation in Europe.
