Monday, leaders of the Building Homes Together campaign (https://lnkd.in/epdQHMx6) issued its annual report card on progress towards reaching housing production and affordability goals for Chittenden County. The data showed continued housing production shortages – especially those which are affordable – as vacancy rates hover around 1%. The persistently low vacancy rate makes economic growth harder and solving homelessness virtually impossible. The BHT campaign is led by Champlain Housing Trust, Chittenden County Regional Planning Commission and Evernorth and supported by over 125 local and state officials, developers and advocates. Kathy Beyer, Evernorth’s Senior VP of Real Estate Development, spoke about the need for climate-resilient housing at the Federal Reserve Bank of Boston Conference in September. Kathy highlighted a success story - Red Clover Commons, a public housing community in West Brattleboro, VT, formerly called Melrose Terrace, that was severely flooded in Tropical Storm Irene, displacing residents. Evernorth and Brattleboro Housing Partnerships successfully relocated residents and created 73 new homes out of the floodplain and floodway of Whetstone Brook. The permit appeal process in Vermont needs to change. The current appeal process has delayed Windham & Windsor Housing Trust and Evernorth from bringing 25 homes to Putney Village for over two years, despite approval from The Environmental Court, Vermont Supreme Court, and Development Review Board. While Act 181 promotes housing, it doesn't address lengthy appeals that one individual can initiate. With Vermont needing 30,000 homes by 2030, we must streamline this process to prevent further delays - the families waiting to call Putney Village home shouldn’t have to wait any longer!
