Though we serve the public interest in a geographically small area, the New York Fed is the largest Reserve Bank in terms of assets and volume of activity. This week, we released a report, “Digital Equity in the U.S. Northeast, Puerto Rico, and the U.S. Virgin Islands,” mapping broadband cost, speed, and availability for those areas between 2020 and 2023. The report finds that the rural, lower income, and tribal communities in the areas studied are most affected by a lack of broadband access, with tribal lands and rural communities having the slowest download and upload speeds. Wage insurance is a novel policy that temporarily provides additional income to workers who lose their jobs and become re-employed at a lower wage. In today's post, the authors find that, among workers displaced by international trade, eligibility for wage insurance increased the probability of employment in the first two years following job loss and led to higher long-term earnings.
