The main website for USAID went offline this weekend and thousands of staffers may have lost access to their email accounts amid rumors that the Trump administration intends to eliminate the agency. The website went dark after staffers associated with the Elon Musk-led Department of Government Efficiency gained access to the domain and then blocked USAID employees, a person familiar with the matter told FedScoop. The source said around 2,000 email accounts associated with USAID workers have since been deactivated. USAID did not respond to a request for comment by the time of publication. https://lnkd.in/eWE5gpie

The Office of Personnel Management is escalating its fight against agency staffers’ telework and remote work practices, with acting Director Charles Ezell writing in a memo Monday that eligibility determinations are a “management right” regardless of preexisting agreements. In the memo, Ezell specifically targets collective bargaining agreements that have locked in place telework or remote work practices. The acting director acknowledges government unions’ rights to negotiate telework eligibility “within authorized” levels, but adds that “the substantive amount of telework agencies authorize and the substantive determinations of which positions will be eligible for telework is a management right.” “Provisions of collective bargaining agreements that conflict with management rights are unlawful and cannot be enforced,” the memo states. https://lnkd.in/e7qgNW7c

USAID is turning off government devices for employees based at the agency’s missions around the world, several sources told FedScoop. As the future of the agency remains unclear — Secretary of State Marco Rubio is now reportedly its acting administrator — the disconnections risk the safety of U.S. government workers based in dangerous and hard-to-access regions. One person familiar with the matter confirmed that USAID workers are having their phones disconnected. Those whose devices have been deactivated can assume they’ve been placed on leave, the person said, since those deactivations are outpacing formal human resources notifications. https://lnkd.in/gJ87ZjUm

Despite making a half-dozen or so overseas and domestic moves over the past 18 years, a Virginia woman we’ll call Jane Doe has had two constants in her life: the support of her husband, an active-duty service member, and a fulfilling career in the federal government. Jane, who has a master’s degree, has been able to thrive in that job as her husband gets sent from one duty station to the next thanks to remote work arrangements with the federal agency that has employed her for nearly two decades.
