FRAC’s new research brief explains the SNAP time limit provisions and discusses priorities for outreach, proper screening for time limit exemptions, and use of discretionary exemptions and waivers for areas that have 10 percent or higher unemployment or other indicators of insufficient jobs. On September 18th, 2024, FRAC’s Interim President Crystal FitzSimons testified at a hearing held by the Senate Agriculture Subcommittee on Food and Nutrition. The hearing was entitled, “Keeping Kids Learning in the National School Lunch Program and School Breakfast Program”. Soon, D-SNAP will help those impacted by Hurricane Helene — heralded as the worst hurricane of the modern era. With each passing year, people in America have experienced some of the costliest and most destructive storms on record. The climate crisis is increasing the frequency, intensity, and destruction of extreme weather events across the U.S. Hunger is compounded by disasters and emergencies that affect food distribution, including extreme weather events, and D-SNAP fills the gap by providing participants with emergency benefits for food. D-SNAP participants ordinarily are not eligible for the Supplemental Nutrition Assistance Program (SNAP), the nation’s first line of defense against hunger used by over 40 million people every month. D-SNAP is available to eligible people who live, and in some cases work, in the area impacted by a disaster, who lose income, incur expenses, or face food spoilage. School lunch is critical to children’s health and academic achievement by fighting food insecurity and providing the nutritional foundation needed for lifelong success. School lunch participation peaked in the 2021-2022 school year when pandemic-era waivers allowed all schools to serve all children nutritious meals at no cost. Schools, advocates, and states across the country are working tirelessly to ensure students have unimpeded and equitable access to the nutrition they need to learn and grow. From strategic utilization of the Community Eligibility Provision to state’s Healthy School Meals for All legislation, well-designed policies and practices help engage students and reduce barriers to school lunch participation. Advocates, agency workers, public officials, businesspeople, and individuals should be aware of the potential for the Supplemental Nutrition Assistance Program (SNAP) and other federal nutrition benefits to expedite and strengthen the response to disasters of various types. In the aftermath of a disaster, there is usually a need for new and urgent assistance for households with low incomes.
