The Southwest Iowa Foundation (SWIF) and Front Porch Investments are thrilled to announce an RFP for the development of rental housing at 628 1st Avenue, Council Bluffs, Iowa. This project aims to spur economic revitalization and enhance housing options in downtown Council Bluffs. SWIF is seeking a developer to whom it will offer the land for this important initiative. The successful applicant will be prepared to develop at least 40 rental units. We are encouraging proposals that deliver significant community benefits and drive economic growth. Projects that are ready to commence construction quickly will receive priority consideration. This prime site is located on approximately 0.65 acres, currently zoned for commercial use (C4) and strategically located near downtown and major transport routes. Recent site preparations include asbestos removal and building demolition, paving the way for new developments. Who Can Apply? Developers based in Omaha or Council Bluffs are preferred, but all qualified firms are welcome to submit proposals. This initiative directly addresses local housing needs and provides a unique opportunity for impactful development. The site is in a designated opportunity zone, allowing access to local, state, and federal funding sources to support project viability. Front Porch Investments was formed in 2021 as a catalyst for innovative and community-centered affordable housing solutions, with a focus on investment, advocacy, and engagement. Front Porch's funding priorities include production of affordable housing units, preservation of affordable housing units, promotion of housing justice and equity, and expansion of innovative housing options. Front Porch Investments’ primary goal is to increase funding, innovation, and strategic partnerships in support of affordable housing across the Greater Omaha metro area. The organization leverages public-private partnerships to collaborate across stakeholders and strengthen the housing ecosystem. Through a rolling application process, we provide gap financing, affordable capital, and other resources to our partners to address these issues.

This week Front Porch and our partners at the City of Omaha had the honor of hosting Tom Perez, Senior Advisor and Assistant to the President and Director of the White House Office of Intergovernmental Affairs for an insightful conversation on how Omaha is leveraging American Rescue Plan Act (ARPA) funds to foster public/private partnerships and expand affordable housing options. Duplex by Design is a design competition for age-accessible and affordable duplex homes, aiming to generate designs and raise awareness of this type of Missing Middle Housing. Winning designers will receive a cash prize, and the designs will be included in a new chapter of ObD’s Affordable by Design Playbook. The competition is funded by an AARP Community Challenge Grant, with technical assistance from the RL Mace Universal Design Institute, a national expert in age-accessible design. Front Porch Investments is pleased to announce nearly $6.2 million in awards from the fourth cycle of the Development and Preservation Fund through a partnership with the City of Omaha. Together, these projects will bring nearly 300 new units of affordable housing into the Omaha metro. The Spring 2024 awards bring the total amount to over $33 million awarded to date, since 2022. All $20 million in ARPA funds have been awarded. In total, more than 1,500 units of affordable housing will be developed or preserved through this partnership. Congratulations to all of the awardees, including: 2557 Jonest Street, AI Investments, Hoppe Development, Metropolitan Area Planning Agency, Omaha by Design, Reimagine , and Rise.
