🔴 Major AI News: California has approved new artificial intelligence laws. What did Governor Newsom sign, and what does this mean overall?
✨ With the advancements of LLMs and applications of AI, California Gov. Gavin Newsom signed into law 5 AI bills on Tuesday, intended to deal with the effects of deepfake images during elections and protecting Hollywood actors from their name, image, and likenesses being replicated by AI without their consent.
📚 One of the new laws, AB 2655, mandates large online platforms to remove or label AI deepfakes related to elections, along with creating channels to report such content.
💡 Gov. Newsom is currently weighing 38 AI-related bills, such as the highly debated SB 1047, which California’s Senate has approved for signature. The Governor raised some concerns about some of the specific details, and highlighting "What are the demonstrable risks in AI and what are the hypothetical risks? I can’t solve for everything. What can we solve for? And so that’s the approach we’re taking across the spectrum on this.”
🇺🇸 Meanwhile, there are more than 120 AI bills in Congress right now.
What this all means:
⏩ The state of California, like on many issues, whether electrification or data privacy, is taking the national lead. This means rules are being created that could effectively cover the entire country. It also could impact developing a patchwork approach if federal government doesn't pre-empt or act in the near future, then it only becomes harder to change this patchwork, as is the case with privacy rules.
⚖ The passage of the laws creates momentum on rules around the development and usage of AI. They seem to be addressing the most straightward risks that do not impose major impact on the development of the technology.
✅ The laws also mean there will be a continuing dialogue about AI replacing people, whether it affects unions, or individuals are compensated for the name, image, and likewise, such as the NCAA has recently undergone.
🌐 The laws that have not been signed, such as SB 1047, highlight there is a need to allow developers to continue to build in a flexible manner that won't hinder the technology by larger players and startup ecosystem. It also could affect various sectors such as cybersecurity, infrastructure, transportation, the Internet of Things, and beyond.
