About us

Achieving the fourth Sustainable Development Goal (SDG 4) on education requires sound evidence and analysis to support policy-making, facilitate the sharing of good practice, and hold those responsible to account for fulfilling their commitments. The Global Education Monitoring Report (GEM Report) is the global public good that serves this purpose. Established in 2002, the GEM Report is an editorially independent report, hosted and published by UNESCO. At the 2015 World Education Forum, it received a mandate from 160 governments to monitor and report on: - Progress on education in the Sustainable Development Goals (SDGs), with particular reference to the SDG 4 monitoring framework - The implementation of national and international strategies to help hold all relevant partners to account for their commitments, as part of the overall SDG follow-up and review process. The annual GEM Report is based on multiple sources of data, which enables it to provide a macro view of education issues. Through multiple communication channels, it reaches all regions of the world. It serves as a foundation for evidence-based advocacy to promote progress towards SDG 4, including by convening dialogue on education issues among key decision makers that can effect policy change. The GEM Report’s vision is to serve as the main resource for decision makers who seek comparative research and knowledge to inform their actions on inclusive and equitable quality education at national, regional and global levels. Its mission is to synthesise, analyse and clearly present the best available data, evidence and research to explain progress and differences in education, and to make recommendations that stimulate reflection and dialogue and thereby improve policymaking.

    Following the COVID-19 pandemic, many school leaders shifted their focus to tackling learning loss and supporting student #MentalHealth. A 2022 survey by Global School Leaders found that over 60% of leaders were dealing with serious mental health concerns among students, while staff and teachers faced similar struggles. Many schools have responded by organizing counseling, peer support groups, and mental health training, but despite over 90% of school leaders developing strategies, there’s still a critical need for comprehensive support to help them do more.     Youth in the #2024YouthReport tell their leaders that technology should enhance, not replace, human interaction in education. #Teachers are, and must remain central to the learning process, as no technology can substitute their role. The key to sustainable, effective educational systems lies in finding the right balance between digital and in-person learning. Youth from across 5 regions are calling for a greater focus on equipping teachers to harness the full potential of technology in classrooms.     We need learning outcomes, not only digital inputs! 🔴 The #2023GEMReport reveals a critical issue: millions of laptops were distributed globally, especially in Latin America, without considering teachers' needs. As a result, learning outcomes did not improve. Even with training, many #teachers still struggle to integrate technology effectively in classrooms.     Online quizzes, learning management systems, video lessons, automated assessment tools... Technology is rapidly transforming the teaching profession! Technology supports teaching in many ways: ✅ Efficiency: Digital technology minimizes time spent on menial tasks, allowing for more meaningful educational activities. ✅ Content distribution: Teachers use technology to choose, adapt, and create teaching materials, simplifying content distribution. ✅ Better communication: Technology facilitates communication with students, parents, and fellow teachers. ✅ Teacher training evolution: Technology enhances access to training, overcoming location and time barriers, and allowing teachers to learn from each other. However, several barriers limit teachers from maximizing technology's potential: ❌ Lack of confidence: Some teachers feel hesitant or lack confidence in using technology, with only 43% feeling prepared even after training. ❌ Exclusion from decision-making: 45% of teachers reported not being consulted about new technology they had to work with. ❌ Training gaps: Only a quarter of education systems have legislation to ensure teacher training in technology, and half of countries lack standards for teacher ICT skills. ❌ Distractions: Many teachers are critical of technology as it can distract students and disrupt learning.     Technology is reshaping education and transforming the teaching profession. On #WorldTeachersDay, discover key facts about teachers and technology in education: 1️⃣ 45% of teachers in 94 countries reported not being consulted about new technologies to work with (Education International). 2️⃣ Only 43% of teachers feel prepared to use technology even after training (OECD - OCDE, 2020). 3️⃣ While 5% of ransomware attacks target education, few teacher training programs cover cybersecurity (APWG, 2022). 4️⃣ 49% of countries have not set ICT standards for teachers (#GEMReport’s PEER). 5️⃣ Only 1/4 of education systems have legislation to ensure teacher training in technology (GEM Report’s PEER). 6️⃣ Head teachers play a key role in setting the conditions for the integration of technology in schools. While technology offers tremendous potential, much work remains to ensure #teachers are fully equipped and supported.     “Technology cannot replace a teacher, but in the hands of a teacher, technology can work miracles.” On #WorldTeachersDay, we must recognize that the true potential of technology in education can only be realized when teachers are equipped and supported to use it effectively. While the demand for tech integration in classrooms is growing, many educators face barriers like inadequate infrastructure and insufficient training. Only 43% of teachers in OECD countries feel well-prepared to use technology after initial training. To bridge this gap, teachers need support and strong leadership. Head teachers play a key role in empowering educators by providing the resources, training, and encouragement they need to embrace technology confidently.
