In September 2023, Putin and Aliyev colluded as Russian security forces stepped aside allowing the Azerbaijani military to launch a full-scale assault that ethnically cleansed over 100,000 Armenians from their ancestral homeland of Nagorno-Karabakh. A special report released by Freedom House on July 1 found that Azerbaijan’s actions in and around Nagorno-Karabakh since the 2020 war “meet the criteria for ethnic cleansing.”

The U.S. Senate Appropriations Committee favorably reported the Fiscal Year 2025 (FY25) State, Foreign Operations, and Related Programs (SFOPs) Appropriations Bill including not less than $65 million in assistance to Armenia. Thank you to Congressman Adam Schiff for spearheading a bipartisan letter from nearly 50 members of Congress to U.S. Secretary of State Blinken urging American diplomatic efforts to do more to stop Azerbaijan from destroying Armenian cultural heritage and comply with provisional orders from the International Court of Justice (ICJ). In the letter, the members of Congress tell Blinken: "With the Azerbaijan military offensive against Artsakh in September 2023, there is already evidence Azerbaijan is continuing its strategy of erasing Armenian culture within and around this region as well." "In the face of these significant risks to Armenian cultural heritage, we write this letter to express our deep concern that the Department of State must do more to prevent Azerbaijan’s actions." "Even as your senior diplomats meet with Azerbaijani officials, it is unclear if these concerns are being raised, or are raised with the appropriate level of seriousness that the issue deserves." U.S. Senate Armed Services Committee Approves Defense Bill Calling for Deeper U.S. - Armenia Security Cooperation The Senate Armed Services Committee has voted to encourage the Department of Defense to strengthen engagement with Armenia including through “bilateral training opportunities and other security cooperation activities.” This is the first time a congressional Armed Services Committee has specifically called for increasing security cooperation between the U.S. and Armenia. The language calling for increasing U.S.-Armenia security ties is part of the annual National Defense Authorization Act (NDAA). The NDAA now heads to the Senate floor for consideration. “We thank the Senate Armed Services Committee for expressing bipartisan support to increase security cooperation between the U.S. and Armenia,” said Global ARM President Timothy Jemal. “Increasing security ties between the U.S. and Armenia is a top priority for Global ARM at a time when the country’s existence is at stake.
