Government Contracting: Navigating the New Uncertainties Government contracting has always had one major advantage over the commercial world: predictability. It might be slow and bureaucratic, but it followed a process. If you delivered on a contract, you got paid—simple as that. Lately, however, that sense of certainty is starting to crack. Shifting policies, executive orders, and agency restructures are introducing a level of uncertainty we haven’t seen before. Questions that never used to come up—like "Will this contract still exist next year?" or "Will my payment get delayed?"—are becoming more common. The rules that have governed this space for decades still exist, but they’re being tested in unprecedented ways. For contractors, this means adapting: 🔹 Stay informed on agency and policy shifts—don’t assume business as usual. 🔹 Lock down documentation and ensure all approvals are in place before payments come due. 🔹 Monitor second-order effects—one policy change can ripple across multiple contracts. GovCon is still a world of rules. The challenge now is ensuring they still work the way they’re supposed to. Curious—how are others seeing this play out in their day-to-day? P.S. I’ll be sharing more insights like this in 2025. Follow along for updates!

The FY25 Continuing Resolution is official—signed on the 15th of this month and locking in last year’s spending levels through September 2025 (with a few caveats). No shutdown, but if you’re selling into the federal civilian market, you’re going to feel this. No new starts for civilian agencies under this CR. Programs that weren’t already in motion? On ice until further notice. Defense, on the other hand, gets some flexibility—new starts allowed if they were already in the FY25 appropriations bills, reprogramming authority increased, plus $5.7B in emergency Navy shipbuilding. For most of us in GovCon, this is a reminder that if you’re not reading the budget tea leaves every week, you’re flying blind. Civilian teams need to be heads-up about where the cuts hit hardest—healthcare, disaster mitigation, even NIST research funding got slashed. The CR clears the way for FY26 negotiations to heat up right now. If your team isn’t already mapping out where next year’s dollars might land, it’s time to start. This is exactly why we built Govly—because market intel isn’t optional when the ground keeps shifting.
