Today, Rosa Inchausti proudly serves as the City of Tempe’s first female city manager, exemplifying leadership and dedication as an ATHENA Public Sector finalist with an impressive 31-year legacy in public service. Throughout her career, Rosa has broken barriers, becoming Tempe’s first bilingual marriage and family therapist and first Diversity Director, where she authored the city’s diversity guidelines and helped establish Arizona's first city-chartered Anti-Discrimination Ordinance. As the first Strategic Management Director, she developed the Council Priorities system that aligns the budget with key goals. A pioneer in public health innovation, she utilized wastewater science during COVID-19 and led the city to achieve Bloomberg Platinum Certification.
