Health care costs continue to grow – the Health Policy Commission's 2024 Health Care Cost Trends Report details that total annual health care expenditures per Massachusetts resident grew 5.8 percent in 2022, from $9,700 to more than $10,264. Massachusetts had the second-highest insurance premiums in the country, and the number of Massachusetts privately-insured residents who did not get needed health care due to cost increased from 600,000 to 900,000 from 2021 to 2023. Across all categories of care, the dominant factor driving this growth was higher prices, not more care being provided. 📣The HPC’s HEART-BP investment program has awarded $1.5 million to obstetric service providers to address maternal health inequities through remote blood pressure monitoring! HEART-BP awards aim to support providers seeking to improve outcomes, lower costs, and address maternal health inequities. Awardees include: Berkshire Health Systems, Edward M. Kennedy Community Health Center, Beverly Hospital, Heywood Healthcare, and Signature Healthcare, MA Brockton Hospital. HEART-BP-funded programs will implement remote blood pressure monitoring for birthing people, with an emphasis on populations experiencing disproportionate prevalence of hypertensive disorders of pregnancy and/or risk of severe maternal morbidity in areas and populations, including Black non-Hispanic and Hispanic birthing people. CHIA has published its first 𝗕𝗲𝗵𝗮𝘃𝗶𝗼𝗿𝗮𝗹 𝗛𝗲𝗮𝗹𝘁𝗵 𝗗𝗮𝘀𝗵𝗯𝗼𝗮𝗿𝗱, which provides a comprehensive overview of the current state of behavioral health care in Massachusetts including baseline metrics for future comparison. Behavioral health includes an array of vital services that can meaningfully shape patient outcomes and encompasses services and treatment for both mental health and substance use disorders (SUD). As demonstrated by metrics from this year’s dashboard, while rates of some behavioral health services and follow up care have increased, difficulties and disparities in accessing care highlight gaps in the Massachusetts behavioral health system. Measuring and tracking indicators of behavioral health care provides an essential fact base that enables data-driven policymaking and delivery system reforms. The dashboard measures the state of behavioral health with 𝗸𝗲𝘆 𝗺𝗲𝘁𝗿𝗶𝗰𝘀 in five areas: access, spending, utilization, quality, and equity. Through the MA Repay program, the Healey-Driscoll Administration and Massachusetts Executive Office of Health and Human Services, with support from the Massachusetts League of Community Health Centers, have issued $14.6 million in student loan repayment awards to over 700 direct care human service and home health workers across Massachusetts. These awards are in addition to the $177.5 million in student loan relief for primary care and behavioral health providers MA Repay has previously provided. This program is supporting essential community and health care workers in critical roles across the Commonwealth of Massachusetts, and in turn addressing workforce challenges. The Massachusetts Health Policy Commission (HPC) has launched a new Behavioral Health Workforce Center, established in partnership with the Massachusetts Executive Office of Health and Human Services, to strengthen the Commonwealth’s capacity to identify and respond to ongoing behavioral health workforce needs. The behavioral health care system both in Massachusetts and nationally has a shortage of workers, and in turn, a limited ability to meet the complex behavioral health care needs of all residents. The HPC Behavioral Health Workforce Center was established to: ➡️Identify gaps and challenges across communities and provider types, ➡️ Monitor trends, particularly related to disparities in workforce representation and demand for behavioral health services. ➡️ Convene stakeholders through the creation of an advisory group that will provide behavioral health workforce expertise and diverse perspectives and ➡️ Support the development of responsive, high-impact policy recommendations.
