Key highlights of the new rule: ➡️ CDL Downgrade: State agencies must downgrade a CDL within 60 days for drivers in prohibited status, preventing them from driving. ➡️ Clearinghouse II: Builds on the original rule by ensuring drivers who fail tests cannot bypass restrictions. ➡️ Return-to-Duty Process: Requires substance abuse evaluations, treatment, and follow-up testing before restoring CDL privileges. The Federal Motor Carrier Safety Administration (FMCSA) aims to improve road safety by preventing non-compliant drivers from operating commercial vehicles.
