  • Every successful team requires a member who embodies stability and a grounding influence, and for HMC, that individual is John Clement. As a co-founder, John's focus on establishing the firm with steadfast fiscal discipline and unwavering foundational values has been instrumental in our success. His role in providing a stable base has been a cornerstone in the development and growth of the firm. John met Dalton at the William S. Boyd School of Law (UNLV), and they quickly became close friends. After graduating from law school in 2000 with honors, John pursued a practice focusing on consumer bankruptcy, small business matters, guardianship, advanced trust and estate planning, and probate litigation. His undergraduate degree in political science and history led him to study international law and foreign policy at The American University in Washington D.C. John initially joined Dalton’s practice in 2008, concentrating on Workers’ Compensation matters as well as general liability defense. In 2018, he joined forces with Dalton and Shaun to form HM&C. Like his fellow partners, John is a certified workers' compensation expert through the State of Nevada Bar, a prestigious designation held by only five defense lawyers in Nevada. Currently, John represents third-party administrators and insurers in defending workers’ compensation claims at administrative and State Court hearings, as well as related appellate work.     Shaun Meng, serves as HMC’s Managing Partner and was instrumental in our firm’s formation. Shaun is a driven and passionate business leader and legal advocate. Shaun holds a bachelors of science in business management and marketing from BYU. Prior to entering into the legal field he put that training to work as working in his family’s and other businesses. Always moving fast and over-achieving, Shaun matriculated through the William S. Boyd School of Law in just over two years instead of the normal three. During that time he completed a judicial externship for the Honorable Judge Valorie J. Vega in Nevada’s Eighth Judicial District Court, which resulted in a full-time judicial clerkship following graduation. He began his legal career working in a criminal defense practice, but joined Mr. Hooks’ practice as a law clerk in 2013. Just five years later, Shaun joined with Dalton and our other founding partner, John Clement, in bringing Hooks, Meng & Clement to life, in 2018. Beyond spearheading our firm’s data driven strategic planning, Shaun focuses on the defense of workers’ compensation claims, administrative hearings, employer coverage and employment matters, and subrogation litigation. He also performs and civil and criminal litigation before Nevada State Courts where industrial accidents and/or industrial insurance coverage is at issue. In addition to Nevada, Shaun is also licensed to practice law in the states of Utah and Arizona. When not driving change and innovation at HMC, Shaun is a loving husband and father of five, an active member of his church, a golfer and a dedicated 49ers fan!     Our founder, Dalton L. Hooks, Jr., is an educator, entrepreneur, and innovator; his core values of excellence, integrity, vision, and passion are at the heart of everything we do here at HMC! The seeds of HMC were sowed in 2004 when Dalton started Hooks Law Office in his home office after spending time working at larger regional and international firms. From those humble beginnings as a solo practice, we have doubled in size approximately every three years! Before becoming a lawyer, Dalton was a public official in charge of running the Consultation and Training Section of Nevada OSHA. He also served as both a compliance officer and trainer with the Nevada OSHA program. Even earlier, at just 19 years old, Dalton began establishing his Workers’ Compensation expertise working for the State Industrial Insurance System (SIIS) in various capacities. In total, Dalton has spent 35 years (well over half of his life) working in, on, and around issues concerning industrial regulation and insurance. As an educator, Dalton has been an adjunct at UNLV in both the law school at Boyd and in the general studies undergraduate program. He has been a mentor with the Nevada State Bar for over a decade and serves on the Workers’ Compensation Specialty Board, credentialing Nevada lawyers as specialists in the practice area. Dalton is also a highly sought-after speaker for various industry stakeholders and educational groups, including Sterling, NBI, NSIA, RIMS, NDPC, and many others. When not leading HMC to greater heights, Dalton is a loving husband, father, son, brother, uncle, godfather, dog-dad, amateur photographer, martial artist, tech, and sports-car enthusiast!
