Our next highlight in our 90 Years of Engineering series showcases our Environmental services. H&S served as the Environmental Lead for the Illinois Department of Transportation National Environmental Policy Act (NEPA) study for the replacement of the bridge that carries I-270 over the Mississippi River (Chain of Rocks Bridge) and the Missouri Department of Transportation Riverview Dr. interchange modification. This project required extensive coordination with multiple environmental regulatory agencies regarding necessary permits for construction and protection of environmental resources. H&S prepared, submitted, coordinated, and obtained the Individual Section 404/10 permit and Individual Section 401 Water Quality permit for the impacts to wetlands and waters of the U.S. Staff worked with the U.S. Coast Guard to obtain the Section 9 Rivers & Harbors Act permit for the work to be conducted in the Mississippi River. H&S also aided in the Section 408 coordination with the U.S. Army Corps of Engineers for potential impacts to the Wood River Levee. H&S worked with IDOT, MoDOT and the U.S. Fish and Wildlife Service (USFWS) on avoidance and mitigation measures for the threatened and endangered species including the Indiana Bat, Northern Long-eared bat, and the Pallid Sturgeon. H&S environmental scientists also conducted wetland delineations, bat habitat assessments, tree surveys, and a migratory bird species assessment for the project. All environmental permits were secured, and the project is currently under construction.

We were thrilled to witness the overwhelming support and enthusiasm from the community as they gathered to experience this cutting-edge facility led and designed by Planning Design Studio. Among its impressive features are a custom-designed baseball field dedicated to Paul Goldschmidt of the St. Louis Cardinals, an inclusive playground, a spacious multi-purpose field, and a running track. Horner & Shifrin attended the ground breaking ceremony for the new @St. Louis County Police Department Precinct #2 and Intelligence Center, a project on which H&S is providing MEPFP design services. The two-story building is approximately 49,300 sqft. and considered a Type IV critical facility, so systems are designed to continue to operate after a seismic event. The building also includes an ICC-500 safe room.
