In 2023, sex trafficking victims spent an average of 12 months in exploitation at the hands of their trafficker. The longest length of exploitation in 2023 was 300 months. There is a false sense of understanding in which many believe most traffickers kidnap their victims into a trafficking scheme. This is a myth. The FHTR consistently shows that victims of human trafficking are rarely kidnapped and forced into a trafficking scheme, but rather know their trafficker. Data shows that between 2019 and 2023, 17 of the 3,782 victims in federal human trafficking cases were kidnapped by their trafficker. This is less than 1% of victims over the last five years. In the United States in 2023, 305 human trafficking defendants had cases reach disposition at the trial court level, whether through guilty pleas, trial convictions, acquittals, or other means. Remarkably, the conviction rate for these defendants was 96%. The Human Trafficking Institute congratulates our partners across the Commonwealth of Virginia for their landmark legislation (HB633) to combat forced labor! As of July 1st, 2024, victims of forced labor will now be protected by the newly enacted forced labor statute which allows for the prosecution of traffickers of forced labor in Virginia, as well as expands a victim’s path for civil recovery from their trafficker. Prior to this landmark legislation, most forced labor violations in Virginia were investigated and prosecuted only at the federal level. Under the new law, state agencies and prosecutors can investigate and prosecute forced labor cases within the Virginia state court system. According to our Federal Human Trafficking Report, between 2000 and 2023, only 5 cases involving labor trafficking were prosecuted in Federal courts in Virginia. This new legislation represents a significant step for Virginia in increasing forced labor prosecutions and providing state-level resources and protections for victims of trafficking. Our team hosted multiple trainings in Belize last month including a training for social workers from the Department of Human Services (DHS) who work directly with victims of human trafficking! This 2-day training equipped and empowered this incredible group of people with the specific skills necessary to support human trafficking survivors.
