Section 508 of the Rehabilitation Act of 1973 requires federal agencies to make their electronic and information technology accessible to individuals with disabilities, but has not kept up with the rapid pace of development of assistive technology. For example, text-to-speech advanced to screen reading technology in fewer than five years. The Section 508 Refresh Act proposes aims to address gaps in accessibility, ensuring federal agencies meet existing standards and provide equal access to digital resources.
