Today, on #NationalFirstRespondersDay, we honor the courageous individuals who serve as our frontline heroes, providing care, protection, and stability in our communities. Officially designated by a bipartisan Senate effort in 2019, October 28th pays tribute to all first responders—EMS clinicians, firefighters, law enforcement, and others—who selflessly respond to calls for help, often at great personal risk. The United States EMS Compact recognizes the essential role of EMS clinicians as part of this vital network. We believe in the importance of standardizing licensure requirements for EMS personnel and enabling their professional mobility across state lines, ensuring that skilled, licensed EMS clinicians can seamlessly provide critical care wherever they are needed. Today, we also remember Officer Sean Collier, whose tragic loss in 2013 inspired his family and community to advocate for a national day of recognition for all first responders. As his brother Andrew once noted, these heroes are “our front line here at home,” safeguarding our communities and supporting those in need. Today, the U.S. Department of Justice's National Security Division is issuing a proposed rule to address the #nationalsecurity threat posed by the continuing effort of #China, #Russia, and other countries of concern to access and exploit Americans’ #sensitivedata. This proposed rule would stand up the new national-security regulatory program that Executive Order 14117 charged the Department with establishing and implementing to fill a significant gap in our national-security authorities. The proposed rule closely tracks the Advance Notice of Proposed Rulemaking issued with the Executive Order earlier this year. As previewed then, this would be a targeted national-security program -- not a general privacy law, not a commercial regulation of general data flows, and not an imposition of any data-localization requirements. In parallel, the U.S. Department of Homeland Security's Cybersecurity and Infrastructure Security Agency is issuing proposed security requirements to address the risks of access posed by certain categories of transactions that would be restricted rather than prohibited outright. The proposed rule and proposed security requirements will be open for public comment once published in the Federal Register. These #datasecurity threats are real, pressing risks. As highlighted just a couple of months ago, for example, the 2024 Counterintelligence Strategy explained that “as part of a broader focus on data as a strategic resource, our adversaries are interested in personally identifiable information (PII) about U.S. citizens and others, such as biometric and genomic data, health care data, geolocation information, vehicle telemetry information, mobile device information, financial transaction data, and data on individuals’ political affiliations and leanings, hobbies, and interests.” This and other data is available to countries of concern on the open market and through commercial relationships with companies and individuals that these countries can leverage to access this data. These kinds of data “can be especially valuable, providing adversaries not only economic and R&D benefits, but also useful CI information, as hostile intelligence services can use vulnerabilities gleaned from such data to target and blackmail individuals” and engage in other nefarious activities. Worse still, not only do big-data analytics, #AI, and other technological advancements enhance these risks by making it easier to manipulate and weaponize data, but this data also fuels the development of those technologies. On October 16, 2024, the Interstate Commission for EMS Personnel Practice adopted a professional Code of Conduct, setting a clear, uniform standard for EMS clinicians across member states.
