Kansas Healthcare Collaborative is a nonprofit 501(c)3 organization dedicated to transforming health care through patient-centered initiatives that improve quality, safety, and value. KHC was formed in 2008 by the Kansas Hospital Association and the Kansas Medical Society to act as a resource and continually enhance care provided to Kansans and to become the trusted source for relevant and meaningful health care quality improvement education, evaluation, and measurement. KHC's mission is to engage and align providers and stakeholders to establish Kansas as a role model for health care quality and a top-performer in health care outcomes. Twice per year, I get the privilege of providing a "Legislative Update" at our National Association of Rural Health Clinics conferences. Earlier this month, in my most recent Legislative Update, I discussed how (after the election of course) Congress has a significant amount of health policy work to complete before the end of the year (while also publicly debuting the moustache 😎). Our top priority for the lame-duck session is an extension of telehealth policy which does not continue to underpay and disincentivize Rural Health Clinics from offering telehealth. There are currently two bills passed out of the committees of jurisdiction that extend telehealth for two years. While the bills are very similar, the distinctions between the two pieces of legislation mean everything to us. Specifically, the Ways and Means bill (H.R. 8261) keeps the current (and bad) policy for Rural Health Clinics, whereas the Energy and Commerce bill (H.R. 7623) fixes telehealth payment policy for RHCs. We are focusing all our advocacy efforts on getting policymakers to make the right choice between the two (Telehealth Modernization Act, H.R. 7623) before December 20th. But as I mention consistently in these Legislative Updates, we will not be able to get any policy achievements without grassroots support from the rural health community.
