🫵 Are you planning permanent citizens’ assemblies? 🫵 Join pioneers in the field at the upcoming Permanent Assemblies Workshop, which will expand the early-adopters cohort with new cases that are underway or in development! Last year, FIDE hosted delegations from European cities and regions to share and advance their pioneering work with permanent citizens' assemblies. Now, this community is growing, strengthening the next generation of assemblies. 📅 May 8 - 9 📍 Brussels 🆓 Open to any public administration and government designing or running a Permanent Citizens' Assembly. This hands-on workshop will address common challenges, facilitate the exchange of different experiences, and build stronger connections between innovative European municipalities and regions. A European network for sharing best practice on the design and implementation of Climate Assemblies
About us
Why has KNOCA been formed? Climate assemblies are increasingly being used in a variety of different European countries at different scales of governance to inform policy responses and social action on climate change. Appetite is growing in countries that have not yet used such processes to explore the possibility of doing so, and to draw on existing experiences and models. As a result of growing and diverse practice, the knowledge and expertise of policymakers, academics, and civil society actors is increasing in the use of such innovative approaches. But this knowledge and expertise is diffuse. KNOCA will bring together this varied expertise to explore challenges in the design and application of climate assemblies and promote best practice for those organising and advocating for climate assemblies. Who is involved? KNOCA is funded by the European Climate Foundation. Professor Graham Smith, Centre for the Study of Democracy at the University of Westminster chairs the Management Committee and will provide the overall intellectual steer. The Danish Board of Technology acts as convenor and will oversee the running of the network. Climate Outreach acts as communication lead to ensure visibility and relevance of the network and foster debate around its public inputs. Invitations are being sent to a range of organisations and individuals to join KNOCA as members. These are individuals or organizations with experience or interest in either commissioning, running or analysing CA processes and outputs in Europe. Membership of this network will grant you a space to share, discuss and inform best practice and new developments in climate assembly design, delivery and analysis. What is KNOCA going to do? KNOCA will bring together policy makers, academics, civil society activists and others, working on either climate policy or deliberative democracy, to foster public debate on citizen participation in climate policy-making.

🔎 WHAT HAPPENS AFTER A CLIMATE ASSEMBLY ENDS? 🔎 Climate assemblies empower citizens, but once the process ends, many members ask: What’s next? Without structured support, post-assembly actions can be disorganised, dominated by those with more social capital, or lead to disengagement. 📖 KNOCA’s New Guidance, "Supporting Members After the Climate Assembly Ends: How to Nurture Action," helps commissioners, organisers, and funders integrate post-assembly support into their processes. By doing so, we can amplify climate action, foster inclusivity, and maintain momentum on assembly recommendations. 🔑 Key recommendations include: ✅ Planning early – Designing support mechanisms before the assembly starts ✅ Empowering members – Introducing post-assembly action during sessions ✅ Maintaining communication – Keeping members engaged with updates ✅ Providing structured support – Offering training, resources, and facilitation ✅ Ensuring inclusivity – Addressing barriers to participation and representation This Guidance, written by Peter Bryant (Shared Future CIC), Morten Friis (Democracy x), and Graham Smith (KNOCA), highlights how structured support can transform assembly members into long-term climate advocates. 🌱 As Rebecca Willis, Professor of Energy and Climate Governance at Lancaster University, states: "When a climate assembly ends, citizen participants always ask, ‘what’s next?’ Participants are the best ambassadors for climate action and help to embed Assemblies within our democratic process. 🟪 Involving Children and Young People - A Deep Dive! Across the world, children and young people are deeply concerned about the climate crisis and are calling for greater representation in climate governance. Despite representing almost a third of the world’s population, most under-18s have no direct say in the rules and laws governing their lives or deciding who gets to make them. At this year’s Spring School on Climate Citizens’ Assemblies, we’re taking a crucial step forward. In partnership with the Child Rights International Network - CRIN, we’re adding an extra day dedicated to exploring how to meaningfully involve young people in climate deliberation.
