In 2023, almost 40% of the water in Lake Mead was "Assigned Water"--water held for a specific entity and not subject to the priority system. Expanding Assigned Water opportunities is one of the options under consideration for the new operating rules for the Colorado System. In a new paper written in collaboration with UNM's John Fleck, we explore the implications of this option. For a summary and a link to the paper check out John's blog.

"I’ve never thought of myself as a bureaucrat, but it’s nice to be recognized with the likes of Kathy and Rita!" – Sarah Porter Sarah Porter, director of Kyl Center for Water Policy at Morrison Institute, is being recognized for her significant contributions to water issues alongside fellow experts Kathleen Ferris and Rita Maguire. Dubbed "The Water Ladies" by Phoenix Magazine, the trio was named "Best Bureaucrats" in the magazine's 2024 "Best of the Valley” issue: The Water Ladies: Attorneys Kathleen Ferris, Sarah Porter, and Rita Maguire have decades of experience among them – leading the state’s Department of Water Resources, heading ASU’s Kyl Center for Water Policy, and negotiating multi-state water deals. If anyone can make sense of our state’s water challenges, it’s these three."
