The National Coalition for Asian Pacific American Community Development (National CAPACD) is a coalition of nearly 100 community-based organizations spanning 21 states and the Pacific Islands. Our members work in low-income Asian American, Native American, and Pacific Islander (AA and NHPI) communities to improve housing security and preserve our neighborhoods. We disseminate national resources locally, share best practices and advocate for community needs at the national level. Our work improves the lives of the over two million AAs and NHPIs living in poverty nationwide. MISSION National CAPACD advances equity and creates vibrant, healthy neighborhoods by mobilizing and strengthening a powerful coalition of Asian American, Native Hawaiian, and Pacific Islander community-based organizations working in low-income communities. 🚨Attention Coalition Network 🌏: As trusted leaders in your community, we know your organization plays an important role in helping AAs and NHPIs navigate and build resilience to the threats of climate change. For some, this may particularly resonate as you are responding to the devastation caused by Hurricane Helene in the southeastern U.S. Today, we are asking AA and NHPI-serving community based organizations to complete a brief survey that will help us better understand the scope and scale of climate resilience work in your local community— and your organizational readiness to access significant federal investments designed to mitigate the climate crisis and better prepare us to support impacted communities. In 2022, the Inflation Reduction Act (IRA) was signed into law, marking a historic moment in U.S. history. The IRA is the most comprehensive action plan for clean energy and climate change in the U.S. thus far, paving the way for a cleaner, more equitable future. One of the most notable products of the IRA is the Greenhouse Gas Reduction Fund (GGRF). This once-in-a-generation program will invest $27 billion to address the climate crisis, generate economic development, and support communities most affected by climate change. The GGRF is accountable to a federal equity initiative - the Justice40 Initiative - that will ensure that 40% of the resources flow into underserved communities overburdened by climate change. Now is the time for communities of color to access these transformative funds. This survey is designed to evaluate readiness, identify opportunities, and pinpoint gaps so National CAPACD can determine the most effective ways to support your organization. The results of this survey will be compiled into a report that will be shared with policymakers, philanthropy, financial institutions, and other stakeholders in the community development field. Hurricane Helene has devastated the Hmong community in Western North Carolina, leaving families displaced, homes destroyed, and many without access to essential resources such as food, water, electricity, and gas. Thousands of Hmong families in areas like Morganton, Hickory, Valdese, Marion, Catawba County, and the foothills of the NC Mountains need our help now more than ever. Last month, National CAPACD’s Management Team met in Oakland, CA, for their annual in-person meeting. They met at the Asian Resource Center and Chinese Culture Center of San Francisco’s offices. They also visited Edge On The Square 藝在棱角, a contemporary art hub in San Francisco’s Chinatown that showcases the work of Asian American artists, as well as ASIAN, Inc.’s office and one of their residential properties in the SoMa neighborhood. We deeply appreciate these opportunities to learn more about our coalition's local work and thank them for sharing their spaces with us!

🎉 Big win for small businesses in California! Yesterday, Governor Gavin Newsom signed the Commercial Tenant Protection Act (SB1103) into law, protecting small businesses and nonprofits from displacement and helping build a more inclusive economy. This legislation, authored by Senator Caroline Menjivar, ensures that community-serving businesses and organizations can continue to thrive by: • Expanding language access by requiring commercial leases be provided to tenants in the languages in which they are negotiated • Creating transparency and standards with respect to building operating costs • Giving small businesses and small nonprofits more time to prepare for rent increases or termination of their tenancies so they can stay in their neighborhoods This is a strong step forward for California and sets an excellent precedent for other states. On Friday, National CAPACD hosted a Climate Roundtable in Seattle, bringing together over 15 organizations from across our network to discuss how they are building climate resilience in their local communities. The convening featured presentations from Asian Pacific Environmental Network (APEN), Chinatown Community Development Center (CCDC), Chinatown Community Land Trust, Chinatown Power, Song Community Development Corporation, Little Manila Rising, and Low Income Housing Institute (LIHI). They shared how they are advancing strategies like microgrids, community resilience hubs, and building decarbonization. The insights shared by roundtable participants helped National CAPACD better understand the opportunities, challenges, and funding needs for climate-related projects. We're grateful for these organizations' leadership and dedication to building a healthier and more sustainable future for AA & NHPI communities. We also extend our gratitude to Seattle Chinatown International District Preservation and Development Authority (SCIDpda) for allowing us to tour the recently completed Beacon Pacific Village (https://lnkd.in/eEP2KM6S), an ultra-energy and water-efficient affordable housing development. 🏛️Recap: CITC DC Advocacy Institute! 🏛️ Our 2024 Community in the Capital (CITC) Fellows just wrapped up their five-month policy fellowship program last week in Washington, DC! Over a powerful few days, community leaders from our member organizations, Thai Community Development Center, Chinatown Community Development Center, Fresno Interdenominational Refugee Ministries, Little Tokyo Service Center, Pacific Island Knowledge 2 Action Resources (PIK2AR), Chhaya Community Development Corporation, and Coalition for a Better Chinese American Community (CBCAC), met with policymakers to build relationships and advocate for key policies that support low-income AA and NHPI communities. Throughout the week, the fellows joined productive meetings with Congressional representatives, Senator Alex Padilla, Senator Chuck Schumer, Representative Adam Schiff, Representative Danny Davis, Representative John Curtis, and Congressmen Jim Costa as well as with the Congressional Asian Pacific American Caucus Asian Pacific American Caucus (CAPAC) and representatives of the White House Initiative on Asian Americans, Native Hawaiians, and Pacific Islanders (WHIAANHPI). The fellows shared first-hand experiences from their local communities to the highest levels of government, and raised critical policy priorities, including: 🏘️ Housing Security: Advocating for more affordable housing units and wraparound services for the unhoused community. 🌟Thriving Communities: Addressing rising insurance costs for community-based developers, placemaking for communities of color, and continued funding for high-speed internet access to low-income communities. 💼Economic Opportunity: Urging for commercial rent stabilization to protect community-owned businesses and micro-entrepreneurs. 📊Data Equity: Calling for disaggregated data to better represent AA and NHPI populations in policymaking. September is National Preparedness Month, an annual campaign to remind us all that being prepared for emergencies and disasters can protect our families and communities. This year’s theme, “Preparing AA & NHPI Communities for Risks and Disasters,” focuses on equipping AA and NHPI communities with the tools they need to stay safe and resilient. FEMA has launched this effort to address the finding from their 2023 National Household Survey that 65% of AA & NHPI individuals in the U.S. don’t believe taking steps to prepare will make a difference. FEMA is working to change that by ensuring culturally appropriate, in-language outreach.
