About us

NOAH is a certified nonprofit community development financial institution (CDFI) that was established initially by Oregon banks to increase the state’s supply of affordable housing while fostering smart development and community revitalization. With total assets exceeding $130 million, NOAH offers a variety of loan products to support the acquisition, renovation and construction of affordable housing properties throughout the state. NOAH is also the parent company to MPower Oregon, which provides financing for energy efficiency upgrades for affordable multifamily properties. Since its beginning in 1990, NOAH has funded over $317 million in loans for 10,340 units, leveraging over $1.28 billion in total project capital. NOAH has also led a statewide preservation initiative and has provided over $38 million to acquire 22 properties that were at risk of being sold and being lost as a source of affordable housing. NOAH invests approximately $20 million each year into affordable housing developments in Oregon.
