#SouthSudan is facing an increasingly deep humanitarian crisis driven by long-term vulnerabilities and compounded by new challenges. The ongoing violence, primarily between government forces and opposition groups, has caused widespread displacement. South Sudan also grapples with widespread reports of sexual violence, gender-based violence (GBV), and rising child protection concerns. Compounding these challenges is the extremely high climate vulnerability of South Sudan which has severely disrupted livelihoods and agriculture. As a result, half of the population is food insecure. In response to this humanitarian crisis, the United Nations OCHA-managed Pooled Funds – the South Sudan Humanitarian Fund and the Central Emergency Response Fund (CERF) - have allocated $140.6 million since 2023 to enable timely and critical assistance to address the impacts of flooding, food insecurity, and the urgent humanitarian needs of long-term IDPs and newly arriving refugees and returnees. The Sahel and Lake Chad Basin region is facing a severe, long-standing crisis driven by conflict, insecurity, climate change, economic deprivation and other chronic vulnerabilities. These complex, overlapping crises have pushed humanitarian needs, including protection, to unprecedented levels and are threatening hard-won development gains. In 2024, the Global Humanitarian Overview estimated that 35 million people need humanitarian assistance, including protection, in the Sahel and lake Chad Basin. Of those, the Humanitarian Response Plans in the region aim to assist 22 million of the most vulnerable people with a collective funding requirement of $4.7 billion. In 2024, the United Nations OCHA-managed Pooled Funds - the Central Emergency Response Fund (CERF), the Nigeria Humanitarian Fund (NHF) and the Regional Humanitarian Fund for West and Central Africa (RHFWCA) - have played an essential role in enabling more effective humanitarian action in six countries of the Sahel and Lake Chad Basin: Burkina Faso, Cameroon, Chad, Mali, Niger and Nigeria. Combined, these humanitarian funds have allocated $117.3 million to the region so far this year, playing a critical role in tackling hunger and malnutrition, averting famine, preventing disease outbreaks, and addressing climate-related shocks. These resources have also been instrumental in addressing protection concerns, including gender-based violence. Through their strategic approach, they have maximized the impact of their allocations and promoted a holistic, regional approach to crises that often stretch across national borders. Nearly 33 million vulnerable women, children and men in Burkina Faso, Cameroon’s Far North, Mali, Niger, northeastern Nigeria, and Chad need humanitarian assistance and protection services. Among other things, the people in the Sahel suffer from significant food insecurity and concerning nutrition levels, due to violence, climate shocks including severe flooding and increasing prices of local and imported basic products. As of 30 September 2024, 5.7 million people in the region were internally displaced and 2.0 million were refugees. The livelihoods of affected people are threatened, and access to basic services is limited, increasing their vulnerability to disease outbreaks. Thanks to donors, as of 16 October, US$ 2.0 billion had been secured to respond to the humanitarian crises in the region. However, the needs remain significant. The humanitarian response plans require a total of US$ 4.7 billion to support 20.9 million people: so far, only 42 per cent of the total funding requirement has been received. In the #LakeChad basin, the complex and multifaceted cross-border crisis is compounded by a number of interconnected crisis factors that exacerbate the volatile situation in the region. Vulnerable populations in the region continue to face severe food insecurity and malnutrition, while access to basic services has worsened since the last reporting period. While final figures still need to be confirmed, it was projected that 6.4 million people in this region would face food insecurity between June and August this year. There have been 281,000 admissions for severe acute malnutrition so far this year. There are also 4,632 non-functioning schools, compared to 1,874 in Quarter 1 of 2024. More than half of these are in Cameroon. Despite the challenging operating environment, 271 humanitarian organisations are providing assistance to 6.2 million vulnerable people. As of 16 October, these organisations have received US$1.4 billion, representing 47 per cent of the funding needed to implement their plans through 2024. Escalating hostilities in #Lebanon have pushed over 425,000 people to flee to #Syria. More than half of the new arrivals are women and girls, and over 60% are children under the age of 18. In addition, initial assessments estimate 16 per cent are people with disabilities. In response, Acting Emergency Relief Coordinator Joyce Msuya has allocated an additional $4 million for a total of now $12 million from the United Nations OCHA-managed Central Emergency Response Fund (CERF) for an urgent response to conflict-related displacement from Lebanon into Syria. With this CERF allocation, UNHCR, the UN Refugee Agency, UNICEF, United Nations Population Fund (UNFPA) and World Food Programme will target people arriving to Syria with emergency life-saving activities in the following sectors: Protection (including Child Protection and Gender-Based Violence), Nutrition, Shelter and Non-Food Items, and Food Security.
