Providing the corporate framework for NIH research administration
About us
OER Mission: Provides the corporate framework for NIH research administration, ensuring scientific integrity, public accountability, and effective stewardship of the NIH extramural research portfolio. Extramural Research at a Glance Extramural grants account for approximately 83 percent of NIH's $30 billion budget. These are awarded to investigators throughout the U.S. and abroad. Approximately 10 percent of the NIH budget supports NIH intramural investigators, NIH staff who conduct research. OER supports extramural research by providing policy and guidance to the 24 NIH Institutes and Centers that award grants. OER serves as a vital interface between the NIH and the biomedical research community by guiding investigators through the process of attaining grants funding and helping them understand and navigate through federal policies and procedures.

NIH is implementing revisions to the fellowship application and review process for due dates on or after January 25, 2025. Among other changes: ✅ NIH will no longer allow grades to be included in the application package and is updating fellowship biosketch instructions to indicate that change; 🔬Candidates will now be asked to discuss their scientific perspective on their field and how their work will advance its unsolved questions; 📄 Sponsors will now be asked to submit five statements outlining the candidates preparedness for the fellowship and mentorship plan. Updated application instructions and funding opportunities are coming later this fall. In the meantime, candidates can start thinking about the training project’s specific aims and approach, as well as their career development plan.
