But it also finds a lack of coordination, insufficient tracking of data, and rampant delays by the Adams Administration in processing payments is hindering progress. Every winter, some landlords leave their tenants to freeze. Our office identified 900+ buildings that have remained chronically underheated for SEVEN CONSECUTIVE years. It's time for the City to take buildings away from negligent landlords & put them in the hands of responsible owners who actually care about the well-being of their tenants.
When we released our first Heat Report in 2023 we found 1,283 buildings where a lack of heat was reported more than 5x EVERY winter between 2017–2021. Two years later, 901 of those buildings STILL remain on the list of chronically underheated buildings. Worse yet, 20% of those 901 had no intervention from HPD for the entire seven-year period from 2017-2024. Read the updated report here: https://buff.ly/5JIjbPC
