Were offices ever 100% occupied? Work Forward CEO Brian Elliott is shattering that illusion. Data from JLL and Cushman & Wakefield revealed that pre-pandemic, desk utilization was just 50-65%. Companies shouldn't fall into the trap of comparing utilization today with a past that never actually existed. Think an average attendance of 2-3 days/week means policies are failing? Think again. Even before hybrid models were widespread, employees were out of the office various reasons, like travel, client meetings, and doctor's appointments. The WFH era was a catalyst for rethinking workplace strategy, but companies could have long benefitted from understanding the true nature of office attendance. As Elliott points out, attendance shouldn't be equated with performance, let alone used to blame workplace teams for underutilized spaces. Instead, he encourages companies to create workplaces employees want to come to. That way, we can measure meaningful outcomes like productivity and engagement, not just attendance. Remember when offices were "full" 5 days a week? They weren't. Pre-pandemic, average desk utilization was only 50-65%, according to Cushman & Wakefield and JLL data. That's 2.5-3 days per week -- people were out visiting clients, sick, on vacation, or working flexibly. So when CEOs tell me they're frustrated that their 3-day mandate is only getting 2 days of attendance...that's actually normal. Here's what doesn't work: 🔴 Treating attendance like a performance metric 🔴 Making HR monitor badge swipes 🔴 Blaming workplace teams for "low" usage 🔴 Pretending we can return to a past that never existed Today, average utilization is closer to 30% and peak day is 60-65%, according to CBRE and Kastle Systems. (p.s. there are plenty of caveats about how various systems measure utilization, plus 1:1 desking vs hoteling, etc.) Instead of trying to drive up attendance just to hit a number, many firms are shrinking space -- and redeploying savings into redesign, travel and enablement. Instead of clinging to the past, let's focus on what drives results: 🏢 Redesign offices for collaboration, not rows of empty desks ✈️ Invest in meaningful team gatherings that build connection 🤲 Fund small teams that can train and support managers 📊 Measure outcomes, not attendance Remember Goodhart's Law: When a measure becomes a target, it ceases to be a good measure. People will show up to check the box, but at what cost to engagement and results? As Debbie Lovich puts it: "Nothing says 'I don't trust you' like reinforcing a mandate with monitoring."
