The Maywood (NJ) Police made great use of Share911 on Tuesday, placing two schools (from different districts) within their jurisdiction into "Shelter in Place" due to police activity nearby. This proactive use of Share911 is super intelligent, and we have seen it used many times. We have seen police serving "no knock" warrants, motor vehicle stops turn into pursuits, and armed robberies with foot chases all end up at schools. A few years ago, in California, as a motor vehicle stop was quickly going south, an LEO K-9 partner entered a vehicle of a non-compliant and wanted suspect, who sped off blocks from an elementary school, which, of course, was in recess, with students and staff on the exterior of the school. After ramming a chain link perimeter fence, the vehicle entered the school playground, where the suspect was apprehended. Thankfully, due to a similar proactive alert, staff and students moved inside, and we didn't have a tragic event.

97% of schools restrict entry by controlling access to buildings during school hours with measures such as locked or monitored doors. 98% require visitors to sign or check in and wear a badge. In Texas, 263 inspectors performing intruder detection audits gained unauthorized access to a school building. 12% came through the primary entrance, and 88% through the secondary entrance. When an employee has eyes on someone in their building without a badge (especially one with a backpack), Share911 lets them immediately and discreetly share their exact location with both security and administrative team members from their mobile device or computer.

A few weeks ago, there was an active discussion here about why gunshot victims bleed to death during active shooter incidents. Why can't law enforcement entry teams get to them in time? If law enforcement is busy searching for the threat, why don't Fire/Rescue and EMS personnel enter the building to treat victims? To locate and treat these victims, law enforcement, fire/rescue, or EMS must discover them while tactically advancing through massive buildings and breaching locked doors. Alternatively, the victim or someone with them must call 911 and report their location. That information has to be relayed from the call taker to the IC and then from the IC to the entry teams, which, in turn, need to figure out their proximity to the victim. During these incidents, it is not uncommon for PSAPs to be taking in tens or hundreds of calls from people inside and outside the building, family members, and more. They must comprehend, prioritize, and communicate it to the IC and entry teams. This is precisely why we enable every employee to share their exact location; we correlate navigation information to that location to help entry teams locate victims and other occupants to determine their proximity to danger or those they may be able to help. This "card," as we call it, is visible to everyone involved, and cards update in real time, showing the IC and public safety personnel first-person, location-specific sit reps without anyone having to call 911 or simply lay waiting and hoping someone will find them.

Of the 160 active shooter incidents between 2000 and 2013, 132, or 80%, occurred at work. 45% occurred in businesses. Most of those attacks took place on workdays. 34 shooters were current or previous employees - 22 current employees, seven former employees, and five terminated or suspended on the day of the shooting. 69% of these incidents ended in five minutes or less, 50% ended in two minutes or less, and 60% were over before the police arrived. When someone sees a current or former employee as a threat, they need to act as quickly as possible—call 911 to initiate a police response and notify all of their co-workers of the location of the danger. When we looked at the reunification process, we asked ourselves one question: "How can we make it even a little bit faster?" No parent wants to or should have to wait three to four hours to get their kid back after a shooting or other emergency has occurred in their school. Migrating from a paper-based reunification process to electronic check-in of students and parents makes it much more efficient in many ways. For example, runners (the team members who locate and deliver students to verified parents) can see, in real-time, on their mobile devices, which students are cleared to reunify instead of yelling into radios and bullhorns and sorting through pieces of paper.
