Meet DLCD's Eastern Oregon Regional Representative Dawn Hert! Dawn serves as regional rep for Gilliam, Morrow, Umatilla, Union, Wallowa, Wheeler, Grant, Baker, Harney, and Malheur Counties! In a brief Q+A, Dawn shared the following about her position: Q: What do you love about being a regional representative? A: I love that I get to serve as a vital link to the local communities in Eastern Oregon. I am able to use my 22+ years of local planning experience to help my region’s local officials and public better understand the statewide planning goals, rules and regulations. In addition to the amazing team here at DLCD, I also am part of the Governor’s Regional Solutions Team that is focused on problem-solving and solution-oriented projects for Eastern Oregon. Q: What do you love most about Eastern Oregon? A: Eastern Oregon is one of the most beautiful places in Oregon. I love the people, the rich history and culture as well as the pride and public involvement. Eastern Oregonians show up and stay involved because they truly care about their community’s livability and sustainability. Q: What projects are you currently working on? A: I am working on capacity building of land use planners (and public administrators) for Eastern Oregon. With the help of the Rural Engagement & Vitality Center (REV), Eastern Oregon University, and DLCD, we are working to build a program that will assist in “growing our own.” The program that will be aimed to recruit, educate, and train these future planners and administrators. DLCD is currently funding a Buildable Lands Inventory project for the city of Joseph that includes college students working closely with city officials and understanding the inner workings of local government. We have expanded the conversation to include the community colleges in my region and hope to see the interest and curriculum grow in the coming years. Thank you, Dawn, for all of your work. About us
The Oregon Department of Land Conservation and Development (DLCD) is a small state agency. We work in partnership with local governments, and state and federal agencies, to address the land use needs of the public, communities, regions, and the state. The Land Conservation and Development Commission (LCDC) provides policy direction for the land use planning program and oversees DLCD operations. We help carry out the vision and legacy of Senate Bill 100, which for 50 years has contributed to the quality and character of the natural and built environment of the state. 2023 marks the 50th anniversary of the Department of Land Conservation and Development, the Land Conservation and Development Commission, and the signing of Senate Bill 100. The program has been charged by the Legislature with managing urban growth; protecting farm and forest lands, coastal areas, and natural resource lands; and providing for safe, livable communities in concert with the vision of the local communities. Under the statewide land use planning program, each city and county is called upon to adopt and maintain a comprehensive plan and an implementing zoning code consistent with 19 statewide planning goals. Recognizing that each city and county has unique values and aspirations, our job is to provide planning guidance and technical assistance to help communities plan for their future while considering the needs of the region and the state. Helping cities and counties address these functions in the context of a wide range of state and local interests requires that we be problem solvers. The department’s mission reflects this active role.

Planning grant pre-application period open until March 31! 📅🛣️ The Oregon Department of Transportation and DLCD award annual Transportation Growth Management (TGM) Planning Grants to help local jurisdictions address transportation, land use, and growth management issues in their communities. We invite you to submit a pre-application for potential 2025 TGM Planning Grant projects through March 31. Completing a pre-application is not required to receive a TGM Planning Grant, but it is recommended to help you prepare for the formal grant application. TGM program staff will contact each pre-applicant to discuss their project idea, help with submitting a qualifying grant project application, and provide other resources. ✨🐮 Feature Article 🐮✨ The Oregon Cattlemen's Association published an article by DLCD Director Brenda Bateman and LCDC Commissioner Mark Bennett in the February 2025 edition of the Oregon Cattleman Magazine. In "Oregon's Land Use Planning Program: Past, Present & Future", Director Bateman outlines the ongoing role of land use planning in protecting state working lands, including rangeland, agriculture land, and forest land. "One of the reasons I was drawn to DLCD is the combination — right there in the title of the agency — of both economic development and protection of the land that makes Oregon 'Oregon,'" said Director Bateman. "I believe that DLCD could play a more productive role in economic development, helping local partners respond to permit applications more quickly, providing clearer guidance, and providing technical assistance." Update Oregon's Natural Hazards Mitigation Plan ⛰️📝 This Oregon Natural Hazard Mitigation Plan gives cities and counties in Oregon the opportunity to be considered for certain federal grants supporting natural hazard mitigation. The Oregon Department of Emergency Management (OEM) and DLCD have been working together with community members and subject matter experts to better understand who and what is at risk from natural hazards. Thank you to those of you who provided feedback on the Risk Assessment (the first portion of the Natural Hazards Mitigation Plan). DLCD is now seeking public comment on the second half of the plan, which includes mitigation goals, grant criteria, and actions. You are welcome to provide feedback through the online form available on the project webpage: https://lnkd.in/ge4DdEqq. This part of the plan is open for comments March 6 to March 20.
