In 1980, under the visionary leadership of Fiji Prime Minister Ratu Sir Kamisese Mara and Hawaii Governor George Ariyoshi, a special East-West Center program was formed to specifically address the unique issues island nations face as they emerge from decades of colonization. The founding mission of PIDP is to assist Pacific Islands’ leaders to advance their collective efforts to achieve and sustain equitable social and economic development.

It is with deep sadness we share the passing of one of our distinguished alumni, the Honorable John Haglelgam, who served as the 2nd President of the Federated States of Micronesia from 1987-1991. Former President Haglelgam passed away on September 12, 2024, at his home in Honolulu. He was an East-West Center student participant of the Culture Learning Institute from 1976-1977 while studying Political Science at the University of Hawaii at Manoa. Former President John Haglelgam began his political career in 1974, playing a key role in drafting and ratification of the FSM Constitution. He championed FSM’s global presence during his presidency, notably through his leadership at the United Nations Law of the Sea Conference. After retiring politics, he became a respected educator at the College of Micronesia-FSM, dedicating 31 years to teaching and preserving Micronesian history and governance. I had the honor of interviewing US Congresswoman Amata C. Haydon Museum in Pago Pago, Congresswoman and High Chief Uifaʻatali Aumua Amata Coleman Radewagen, the first Republican woman of Samoan descent in Congress, reflected on her rich Pacific heritage and the profound influence of her father in shaping her path to public service during an impromptu “talk story” session…. Among centuries-old woven and carved Samoan artifacts, a large mural painting depicting the signing of American Samoa’s first constitution on April 27, 1960, captured my attention. Congresswoman Radewagen pointed out her father in the picture, Governor Peter Tali Coleman, the first Samoan to serve as Governor of American Samoa, as well as the territory’s first public defender and first attorney general…. Bridging US-Pacific Cultures Inspired by her father, Congresswoman Radewagen shared, “He was my pal, my best friend … I learned much from him.” Her father and mentor, Governor Coleman was appointed by President Dwight D. Eisenhower as governor of American Samoa in 1956 after earning his law degree from Georgetown University and serving as a public defender and the territory’s attorney general. He later served as the district administrator for the Marshall Islands and the Northern Mariana Islands and was the deputy high commissioner of the US Trust Territories for seven years. He was also the longest-serving governor. In fact, his 16 years in office made him for a time the longest-serving governor in US history. “He knew everybody … every Pacific Islands leader on a first-name basis,” Congresswoman Radewagen recounted, highlighting her father’s innovative approach to leadership.
