PDC recently joined experts from around the world on August 26-29 to support the regional Climate and Environmental Security Course in Quito, Ecuador. Among our esteemed colleagues were NATO's Climate Change and Security Center for Excellence and the National Defense University's Perry Center. The event was hosted by the Defense Security Cooperation Agency's Institute for Security Governance and included senior military and civilian leaders from Argentina, Columbia, Ecuador, Paraguay, and Uruguay. Participants received a training on PDC’s DisasterAWARE Pro among other climate and security-related topics to enhance regional coordination and improve climate security strategies. August 22-23, the Department of Defense hosted the Climate and Defense Summit of the Americas at the U.S. Naval Academy, bringing together 140 participants from 26 partner nations across the Western Hemisphere. Building on insights from three sub-regional symposiums held this year with Caribbean, South, Central, and North American partner nations, senior defense and security leaders gathered to energize regional collaboration and enhance response mechanisms to the multifaceted challenges posed by climate change. PDC and regional representatives shared how advanced data analytics could enhance climate security, including tools and technologies such as PDC’s DisasterAWARE early warning and decision support platform, which can help anticipate climate impacts and guide strategic decision-making. Partners will be continuing this important work towards building resilience at the Conference of Defense Ministers hosted by Argentina in October. Extremely powerful Typhoon Shanshan, currently at 110 knots, is impacting Japan’s Amami islands. Shanshan is then expected to make landfall over the island of Kyushu in southwestern Japan within the next 48 hours, bringing heavy rainfall, strong winds and storm surge. According to PDC’s latest Event Brief for this event, an estimated 6.87 Million people (2.94 Million households) will be potentially exposed to damaging winds along Shanshan’s forecast path. The center of Hurricane Hone will pass just south of the Big Island of Hawaii today. Strong winds will continue on the Big Island through Hawaii's morning hours and may be locally damaging. Hone is expected to produce 6 to 12 inches of rain over mainly windward and southeast facing slopes of the Big Island, with locally higher amounts possible. Life-threatening surf and rip currents will continue through Sunday as Hone continues westward. The center of Hone is expected to pass near or south of the Big Island of Hawaii Saturday night. Winds associated with Hone are expected to increase over the Big Island on Saturday and may become locally damaging by nightfall. Hone may bring excessive rainfall and flash flooding to portions of the Big Island starting Saturday afternoon through Sunday, as well as dangerous surf and rip currents. August 12-19, PDC participated in the US Indo-Pacific Command's (INDOPACOM) J6 Multinational Communications Interoperability Program (MCIP) culminating event Pacific Endeavor exercise in Portland, Oregon. This event brought together 21 countries, participants from the U.S. and partner nations, interagency organizations, UN agencies, humanitarian groups, academia, and industry partners, to enhance disaster preparedness and ensure seamless collaboration and coordinated communication efforts. This year's focus was on communication interoperability and data transmission, essential for responding effectively to humanitarian and disaster crises. PDC's DisasterAWARE platform and early warning expertise were leveraged during the table-top exercise (TTX) to simulate a tsunami impacting Sri Lanka. The first Tropical Depression of the Central Pacific season – “Tropical Depression One-C” – formed to the east-southeast of the Hawaiian Islands today. According to CPHC Advisory 1, Tropical Depression One-C is forecast to approach the Hawaiian Islands during the next few days, bringing the potential for heavy rainfall, along with dangerous surf and rip currents. Gradual strengthening is anticipated as it tracks steadily westward, and a tropical storm will likely form later today. PDC is also keeping a close eye on Hurricane Gilma, far to the east of Tropical Depression One-C, as it tracks toward the Central Pacific.
