Perception is a crazy thing. Sometimes what you see as lack of initiative could be hesitance to step on toes. It could be a sensitive nature that errs on the side of being polite. The first things you learn in school is to get in line, don't touch other kid's stuff, don't yell out your answer, and work on the assignment in front of you. Then one day we go to a grown up job and the opposite things are required of us without much training to prepare. Some people need to see a little more vision and instruction. And then some people might feel they're being impolite to speak up before they're called on. That's why you have to tell them exactly what you want and where you need them to shine.
