Imagine you’re promised a discount, but instead, the savings vanish into thin air. That’s exactly what happened when CVS and its pharmacy benefit manager (PBM) failed to pass on millions in drug rebates to Illinois. Instead of easing the burden on Medicaid patients, CVS chose to pocket the savings, leaving many to pay more out-of-pocket for their medications.
