It's been a busy week for us meeting with Arkansans who are interested in the state's direct democracy process. On Tuesday, we discussed the nuts and bolts of the Arkansas ballot issue process at the latest legislative education class offered by the Arkansas Civic Action Network. Last night we were in Fayetteville with the League of Women Voters of Washington County where we discussed new laws coming out of the Arkansas Capitol that will change the citizen initiative process. Arkansas legislators filed 43 proposed constitutional amendments for the 2026 ballot by today's deadline. A number of the proposals are shell bills, which means they don't include any details. Some filed today right before the deadline would affect the citizen-initiative process or voting. NEWSLETTER - Over the years, Arkansas legislators have passed laws to regulate the citizen initiative process. This session, legislators have numerous bills to consider, including a proposal that would require Arkansans to show photo identification when signing a ballot issue petition and a proposal that would require Arkansans to read the ballot title before signing the petition. Arkansas is one of 15 states (the only one in the southeast) where citizens have the ability to propose constitutional amendments, state laws and referendums.
