The rebates are here, but the awareness is not. Quilt’s research shows that though 96% of California homeowners qualify for heat pump rebates, only 31% recall ever seeing information about them. For example, San Mateo County homeowners can access up to $7,000 in heat pump rebates, yet many still don't know this. Across California, the rebate landscape is vast but underutilized, with huge variations by county (see graph). It’s time to create tools and programs that raise awareness and help homeowners unlock these savings. Navigating the complexities of purchasing and installing a heat pump is enough to make anyone second-guess the upgrade. On the latest episode of This American Life, David Kestenbaum chronicles his harrowing tale of upgrading to a heat pump. David hit every roadblock imaginable: HVAC companies suggested sticking with gas furnaces and were unfamiliar with heat pumps and their benefits, installers didn’t know about the $2,000 federal tax credit for heat pumps, tax credit requirements like SEER2 and HSPF2 ratings were confusing, especially with different standards for cold climates, the Energy Star database didn't properly filter heat pumps by both tax credit eligibility and cold climate certification, and David ultimately had to take a risk, hoping the heat pump he selected qualified for the tax credit despite the confusion.
