Locally led development is fundamentally about shifting power to local organisations and entities and away from international organisations and donors. To share insights on what it takes to make the change to locally-led development, the Research for Development Impact Network recently co-hosted a panel discussion on “The Realities of Local Partnership” with the Diplomatic Academy of the Australian Department of Foreign Affairs and Trade. Convened in late July, this was first in a limited series of development sector forums. Bringing together local and international perspectives from DFAT, NGOs, managing contractors and academics, the panellists who expertly explored the opportunities and challenges of local partnership were 💡 Gemma Porter, Oxfam Australia; 💡 Peni Tawake, Iconi Consulting; 💡 Joanne Choe, DT Global Asia-Pacific; 💡 Kirsten Bishop, DFAT and 💡 Dave Vosen, DFAT. Facilitated by RDI Network Director and UTS Institute for Sustainable Futures Program Lead, Keren Winterford and DFAT’s Tom Davis, the two-hour forum provided useful conversations and rich insights. Highlights will be shared within the Diplomatic Academy and with RDI Network members in the coming weeks. See the RDI Network website to access the briefing paper “Locally led development: the what, why and how,” written for this forum by RDI Committee member and Acting Director of LTU’s Centre for Human Security and Social Change, Lisa Denney and Senior Research Fellow, Lis Jackson. Did you know that Australian aid is only 0.68% of the federal budget? With rising seas threatening our neighbours' island homes and humanitarian crises unfolding globally, it's time for us to step up our support. By committing to a modest increase in Australian aid, we can make a huge difference. ACFID and our members are dedicated to building a #SaferWorldForAll in the coming months, join us as we advocate for raising Australian aid to 1% of the federal budget. Highlights from "The Realities of Local Partnership" forum the Research for Development Impact Network co-hosted with DFAT’s Diplomatic Academy in late July are now available on the RDI website (see https://lnkd.in/g5Xsrei6) Key takeaways are: 🌏 Locally led development has wide in-principle support but is not well understood. 🌏 Out-dated views and processes are delaying change; act to reframe, recalibrate and refresh. 🌏 Equity: Local partners are equal partners. 🌏 Direct approaches that privilege local knowledge and leadership are working. 🌏 Valuing and not poaching local leadership. 🌏 The risks of being “risk-driven”. The next invitation-only online forum will focus on aspects of Gender Equality, Disability and Social Inclusion (GEDSI) and is scheduled for noon AEST Friday, 18 October. Contact the RDI Network team at admin@rdi.network.org.au to join the waitlist. #locallyleddevelopment #internationaldevelopment #localpartnerships

Lisa Denney's recent DevPolicyBlog article points to the under-acknowledged reorientation of Australia’s strategies for achieving development, as signalled in the 2023 Australian Government’s International Development Policy. "While remaining firmly committed to state-building as a way to support the capacity of states to deliver, the policy also points to a shift towards enabling civil society and supporting local leaders and coalitions to drive change in their own countries. These strategies should be understood as “bets” on how development happens." Lisa Denney is a principal research fellow and Acting Director of the Centre for Human Security and Social Change La Trobe University, a Research for Development Impact Network and a research associate with ODI. A preliminary analysis of 23-24 DFAT contract data by the InDev team shows the proportion of Australian Aid funding flowing directly to the Australian university sector (for research and education projects with partner nations) is 0.6% of AUD 7 billion plus. The Big4 managing contractors - Tetra Tech, DT Global, Abt and Palladium - won more than two-thirds of these contracts. Indirect flows to Australian universities via the global managing contractors are not revealed here. See the InDev newsletter for more insights in the coming weeks. You can also download the Department of Foreign Affairs and Trade - Australian Aid Program data directly from https://lnkd.in/gH4am-TV
Last week, we mentioned that the 2023-24 DFAT contract data had been published. While we hope to publish some more insights into the data soon, the above graph was very interesting to see! For this, we collated all of the contracts under the aid program and classified each provider according to whether they were a Big 4 contractor (DT Global, Abt, Tetra Tech, Palladium), an alternative contractor (Adam Smith, etc.), a specialty provider, Tafe, or a university. We also added the annual ANCP budget for comparison. We should note, this is not the value of new contracts, but the value of all agreements that were active during the Financial Year from July 1, 2023. Unsurprising, the consolidation of DFAT contracts remains, with over 72% with the main contractors. What is good to see is the alternative contactors making up 10%, and surprising to see TAFE Qld holding almost 4% on their own (thanks to their only contract, the APTC).

A great piece by @Lisa Denny reflecting the importance of understanding how change happens in different contexts, if you’re involved in making decisions about supporting change. https://lnkd.in/ge8fyddA
