Last week, Principal Deputy Assistant Secretary of Defense for Industrial Base Policy, Dr. Vic Ramdass, represented the United States Department of Defense at the second public meeting of the Minority Business Enterprises Advisory Council.    This collaborative event, supported by the Department of Defense Office of Small Business Programs (OSBP), brought together leaders from government and industry to advance opportunities for minority-owned businesses in the defense industrial base, with an emphasis on cross-cutting strategies to enhance Minority Business Enterprise (MBE) support across federal programs. In alignment with these goals, OSBP will explore hosting a dedicated MBE Industry Day to foster valuable connections and matchmaking opportunities for minority business enterprises and key defense stakeholders. Fostering an inclusive, diverse industrial base is a top priority for DoD. SBA Seeks to Expand Rule of 2 Usage in Multiple-award Contracting - SBA is seeking feedback on a proposed rule that applies the Rule of Two to task and delivery orders under multiple-award contracts, aiming to boost small business participation. - Under the Rule of Two, task orders must be set aside for small businesses if there’s a reasonable expectation of receiving bids from qualified small firms. - If an order cannot be set aside, agencies must document the reason and submit it to their small business office or, for the Department of Defense, to their Office of Small Business Programs. - Comments on the proposal are due by December 24, as SBA also seeks input on the necessity, costs, benefits, and possible alternatives to this rule. https://lnkd.in/gX7zX_vt #GovCon #SBA #Proposals

Big news for small businesses! The SBA has issued a proposed rule to expand the “rule of two” to multiple-award contracts. The SBA explains that its proposal would “apply the Rule of Two to multiple-award contract task and delivery orders, with some exceptions.” The SBA continues: “under the Rule of Two, unless an exception applies, an agency must set aside the award for small businesses where there is a reasonable expectation of receiving offers from two or more small-business contract holders under the multiple-award contract that are competitive in terms of price, quality, and delivery.” #SBA #govcon #governmentcontracting #federalcontracting #smallbusiness
