RTCA Special Committee Progress in September The Program Management Committee (PMC) met at RTCA headquarters, approving five standards and recognizing Clay Barber of Garmin as the inaugural PMC Member Emeritus. SC-244 (WG-129) met at the UK Civil Aviation Authority, drafting a report on Take-off Performance Monitoring System standards, expected later this year. which will recommend creating a Minimum operational performance standard. SC-206 (WG-76) gathered at EUROCONTROL, working on a new turbulence standard and approving DO-364A/ED-335 for publication in 2025. RTCA and its more than 1100 aviation community volunteers develop recommendations for (1) standards and guidance for aviation systems and equipment and (2) policies and investment priorities for operational capabilities that improve aviation safety, capacity, and efficiency. RTCA recommendations are used by the FAA as the basis for policy, program, and regulatory decisions and by the private sector as the basis for development, investment and other business decisions.

The UHF Airborne Radio System (ARS) Standard has been approved by the Program Management Committee this month and is now available for access! This product provides generic standards for any UHF ARS using the UHF Band and plays an important function in the C2 Link System, as outlined in RTCA DO-377. It also includes specific requirements for C2 Communication Service Providers (C2CSP) offering services over licensed UHF spectrum, providing compatibility through defined minimum standards. October is a busy month for aviation standards! RTCA will hold 12 plenaries to move forward with publications in December. The Global Navigation Satellite System (SC-159) will focus on publishing two GNSS standards at the December PMC. Environmental Testing (SC-135) will hold a joint plenary with EUROCAE to finalize internal reviews of DO-160H, preparing for public comment in early 2025. Standards for Air Traffic Data Communication Services (SC-214) will review FRAC comments and continue work on new verification test standards. At the TSO conference in Ottawa, Canada, hosted by Transport Canada - Transports Canada, Rebecca Morrison shared updates on SC-239’s work to modernize Radio Altimeter standards. The new MOPS will expand RF interference tolerance beyond the current U.S. frequency range, covering a broader spectrum. These updates also introduce new requirements for antenna performance and tighter accuracy, improving system sensitivity and safety.
