    Army ACCESS & ITES-4S are now officially combined as MAPS. Colleagues, Most of you have probably already noticed, ACC APG and PEO EIS put out a coordinated message on Army ACCESS/ITES-4S, and it is located here: https://lnkd.in/eApaa4Aq A press release was put out on the PEO EIS website; located here: https://lnkd.in/g7543qrv The new name of this combined acquisition is now MAPS – Market Place for the Acquisition of Professional Services. The Army says they plan to have an Industry Day before the end of this FY, which is rapidly approaching. Originally, both ACC APG (ACCESS) and PEO EIS/PD CHESS (ITES-4S) wanted to have their solicitations released by the end of this year FY, but we now know they will be hard-pressed to get a Final RFP out by the end 1st Qtr FY 25 or even by 2nd Qtr FY 25. We still haven’t seen a Draft RFP, which the Army has said they would try to get out by “the end of the summer,” but we have not seen that yet. Assuming they do want to do a good Q&A process (we highly recommend this) and subsequent rewrite of the RFP, we believe this process if done correctly will take at least 60-90 days, so a DRFP coming out sooner than later is in the Army’s best interests. This is due to the expected high interest industry will give to this as we expect hundreds of responses with thousands of questions which leads us to the expected 60-90 days a good Q&A process will take. With the current 117 incumbents on ITES-3S and 260 incumbents on RS3, even with several duplications of incumbents residing on both vehicles, we can expect competition to be fierce for whatever number of incumbents the Army will decide upon…which in itself could cause some consternations if the Army seeks to significantly limit those numbers. Regardless of the fact that a DRFP has not been issued, we believe that actions should be taken NOW by any company who is seriously considering capturing and proposing on this critical IDIQ that will have a ceiling of $50 billion and a POP of 10 years. It will be 2034-ish before it comes around again. It will be a significant contract vehicle to pursue Army work that covers the scopes of both RS3 and ITES-4S…and then some.     U.S. Department of Homeland Security is going against a recent new SBA regulation in not evaluating past performance from tier-one small business subcontractors. Draft RFP 2 4.3 Factor 1: Technical 4.3.1 Experience/Past Performance (Subfactor 1.1) 4.3.1.1 Qualifications 4.3.1.1 Project Relevancy A project is REELVANT when - (h) The project is not from a subcontractor or affiliate of the Prime Contractor. This RFP requirement clearly contradicts the new SBA regulations that went into effect November 2020. 13 CFR 125.2(g) Capabilities, past performance, and experience. When an offer of a small business prime contractor includes a proposed team of small business subcontractors and specifically identifies the first-tier subcontractor(s) in the proposal, the head of the agency must consider the capabilities, past performance, and experience of each first tier subcontractor that is part of the team as the capabilities, past performance, and experience of the small business prime contractor if the capabilities, past performance, and experience of the small business prime does not independently demonstrate capabilities and past performance necessary for award. I personally expect this requirement to change in the next version of the RFP and hopefully to be discussed at the upcoming October Industry Day. If it doesn't change soon, expect one or more small business firms to protest at GAO.
