The 𝐃𝐧𝐬𝐀𝐝𝐦𝐢𝐧𝐬 group can elevate to Domain Admin because it allows members to configure the DNS server on a Domain Controller, which runs with SYSTEM privileges. Attackers can abuse this by loading a malicious DLL via the 𝐒𝐞𝐫𝐯𝐞𝐫𝐋𝐞𝐯𝐞𝐥𝐏𝐥𝐮𝐠𝐢𝐧𝐃𝐥𝐥 setting, restarting the service, and executing code as SYSTEM.
