  • In support of the President’s Management Agenda, the U.S. Office of Personnel Management (OPM) is requesting Senior Executive Service (SES) participation in an upcoming survey which will ask members to rate competencies and tasks possibly needed to be successful as an SES. SES members (with emails on record in the Enterprise Human Resources Integration (EHRI) system) will receive an email from Leadership_Assessment @ opm.gov. The email will have a personalized link to the survey.     Honored to be elected to the Federal Employee Education and Assistance Fund (FEEA)'s Board of Directors. FEEA is the only independent, nonprofit 501c3 organization devoted solely to providing emergency financial assistance and scholarships to our nation's dedicated civilian federal and postal public servants and their families. FEEA also has a for-profit subsidiary, FEEA Childcare Services, which administers childcare subsidy programs on behalf of a number of federal agencies.

  • SEA leaders were featured in a recent article from the Federal News Network about SES reform. "Marcus Hill, president of the Senior Executives Association (SEA), said career SES members working in leadership roles often benefit from the institutional knowledge they have of the agency they work for. “Whether appointed roles are unfilled due to a lag in the nomination by an administration, delayed action by the Senate or gaps given a second term or presidential transition scenario, career federal executives have proven that they are ready and able to step up and into agency leadership positions,” Hill wrote in a press release Tuesday. “Career senior executives provide stability in administration and enable presidents to faithfully execute the law. They also provide important institutional memory and expertise on how best to implement priorities for new appointees of any administration.” But as SES members continue to fill in on the work of empty political leadership roles, SEA said there are major needs for reform to the SES as an institution. Jason Briefel, SEA’s director of policy and outreach, said when considering reforms for political appointees and career SES members, it’s not an “either-or” situation."   • The U.S. Office of Personnel Management (OPM) is dedicated to supporting agencies as they address their enduring and emerging workforce needs. This work encompasses facilitating human capital support for both traditional and flexible work arrangements, including remote work. Agencies have transitioned from a pandemic-necessitated maximum telework posture to new hybrid work arrangements that balance remote work, telework, and in-person work to best advance organizational health and performance, in alignment with M-23-15. As a part of this transition, agencies are evaluating the effectiveness of their employees’ work arrangements on an on-going basis. In support of this work, agency human capital and other senior leaders have requested additional guidance with respect to the application of remote work policies to provide consistency in the way agencies are considering remote work arrangements across the government and to reflect learnings from across the federal enterprise.   • Recently, Marcus Hill, President of SEA, shared a letter to the senate in support on ongoing telework. "On behalf of the Senior Executives Association (SEA), I write to convey the association’s strong concern with and opposition to FY25 NDAA amendment #2603 which would prohibit all members of the SES and presidentially-appointed Senate confirmed leaders from telework or remote work. To begin, SEA believes that a blanket policy prohibiting the entirety of the federal government’s top appointed Senate-confirmed and career executives from participating in workplace flexibilities is not operationally effective and purely politically motivated. Amendment #2603 does not promote effective workforce management. Case in point, possessing the ability to telework and work remotely prior to the COVID-19 pandemic and executing the capability during it enabled the Federal government to maintain continuity of operations. Again, the government was already prepared with teleworking capabilities and authorities, and quickly ramped those up to meet operational needs of agencies during that crisis. This capability was especially important for our military and national security agencies, whose leaders were able to rely on telework and connected technology to continue leading and communicating with their globally distributed workforce during a time of crisis. Workplace flexibility including telework is required and necessary to support continuity of operations, especially for national security agencies.
