THE SLIPSTREAM TAKE On Subpart W BACKGROUND On May 14, 2024, the EPA published the final version of its revisions to the Greenhouse Gas Reporting Program regulations — this is commonly referred to as “Subpart W.” The EPA is expanding the categories of emissions being tested and has come out with emissions factors for methane and exhaust, which must now be considered for waste emissions charges in 2025. KEY POINTS This ruling includes a calculation methodology designed to help companies calculate their emissions based on data collected from reporters in previous years. Most of this ruling’s changes will go into effect January 1st, 2025. OUR PERSPECTIVE Slipstream has been in the field using test methods like ASTM-D6348 for years, and has access to meticulously gathered, accurate data for emissions rates, specifically from clean burn engines. We believe that the EPA’s factors are overstated in specific engine makes and models. We believe reporters are better off testing methane than using the emissions factors in Subpart W. INDUSTRY IMPACT The revisions to Subpart W are designed to improve industry-wide accuracy in emissions reporting by including previously left-out emissions sources. By following the included calculation methodology rather than using actual emissions testing results, reporters will likely be overpaying Waste Emissions Charges in staggering numbers.
